Summary
The City of Lomita is looking for a dynamic Public Works Superintendent who embodies the City's core values of Professionalism/Integrity, Respect, Health and Safety Awareness, and Innovation/High Performance.

Under general direction, plans, organizes, manages, and oversees the City's field operations and maintenance programs, including streets, parks, landscaped areas, facilities, fleet, public rights-of-way, and related public infrastructure. Manages maintenance activities performed by City staff and contractors, develops operational goals, budgets, and maintenance programs. Schedules, assigns, reviews, and supervises the work of staff performing public works infrastructure and facilities operations, construction, maintenance, and repair duties within the Public Works Department; manages the operational budgets for assigned divisions; administers service contracts and capital improvement support activities; provides complex staff assistance to management staff in areas of expertise; and performs related duties as assigned.
SUPERVISION RECEIVED AND EXERCISED
Receives general direction from the Public Works Director. Exercises supervision over supervisory, technical, and maintenance staff.
CLASS CHARACTERISTICS
This is an at-will, exempt, management classification responsible for planning, organizing, managing, and evaluating the City's field operations and maintenance programs; Streets and Trees, Parks, and Facility Divisions. Incumbents are responsible for performing diverse, specialized, and complex work involving significant accountability and decision-making responsibilities, which include developing and implementing policies and procedures for assigned programs, budget administration and reporting, and program evaluation. Incumbents serve as a professional-level resource for organizational, managerial, and operational analyses and studies. Performance of the work requires the use of considerable independence, initiative, and discretion within broad guidelines. The Public Works Operations Superintendent serves as a member of the Department's management team and works collaboratively with other City departments, outside agencies, contractors, regulatory agencies, and the public to ensure the effective delivery of municipal services

  • Establishes priorities, allocates personnel and equipment resources, and ensures the effective delivery of maintenance services.

  • Participates in the development of goals, objectives, policies, and procedures for assigned services and programs; recommends and implements policies and procedures including standard operating procedures for assigned operations.
  • Monitors public works infrastructure and facilities operations, construction, maintenance, and repair activities; identifies opportunities for improving service delivery and procedures; provides recommendations concerning process changes; reviews with appropriate management staff; implements improvements.

  • Answers questions and provides information to the public; investigates and responds to complaints and inquiries from citizens, other departments, and outside agencies; recommends corrective actions to resolve issues.
  • Receives and transmits work orders electronically; prioritizes work order requests, generates new work orders, and assigns tasks accordingly; reviews work orders upon completion; prepares, maintains, inputs, and queries detailed logs, records, and reports of maintenance and repair activities via automated software systems.
  • Oversees graffiti removal, landscaping and weed abatement work, and irrigation for landscape; monitors developments related to park maintenance operations, evaluates their impact, and implements policy and procedure improvements.
  • Arranges for, or purchases, appropriate equipment and materials necessary for maintenance projects; submits quotes for equipment, materials, and contracted services; prepares requisitions and approves purchase orders.
  • Participates in the City's emergency on-call program; coordinates emergency and special assignments with other City departments and divisions, and with outside agencies and contractors.
  • Reviews plans and specifications for assigned projects; monitors the inspection of new installations and repair work; reviews daily records of equipment, personnel, and materials used for each maintenance project.
  • Plans and directs employee safety training programs.
  • Maintains files, databases, and records related to public works infrastructure and facilities operations, construction, maintenance, and repairs; prepares a variety of written reports, memoranda, and correspondence.
  • Represents the City in meetings with members of other public and private organizations, community groups, contractors, inspectors, developers, business owners, and the public.
  • Ensures staff observe and comply with all City and mandated safety rules, regulations, and protocols.

Streets and Trees Division
  • Oversees the maintenance, repair, and operation of City streets, sidewalks, alleys, traffic signs, pavement markings, storm drainage facilities, street trees, and related public right-of-way.
  • Oversees and Manages preventative maintenance programs to preserve public infrastructure and extend asset life.
  • Coordinates emergency response activities involving streets, trees, and public infrastructure.
Parks Division
  • Oversees the maintenance and operation of City parks, landscaped areas, medians, irrigation systems, playgrounds, park amenities, athletic facilities, and urban forestry within park properties.
  • Develops and implements landscape and irrigation maintenance grams that promote safety, sustainability, and efficient water use.
  • Coordinates maintenance support for community events and recreational activities.
Facilities Division
  • Oversees the maintenance, repair, operation, and improvements of City-owned buildings, facilities, Public Works Yard, water production facilities, and related infrastructure.
  • Develops and administers preventative maintenance programs for HVAC, plumbing, electrical, roofing, security systems, building controls, generators, and other facility assets.
  • Coordinates facility renovations, building improvements, and maintenance projects performed by City staff and contractors.
Administers contracts for HVAC, plumbing, electrical, roofing, painting, security systems, elevator maintenance, fire life safety systems, and other specialized facility services.

Qualifications
Education and Experience:
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Education:
  • Possession of a high school diploma or G.E.D., supplemented by specialized training in public works infrastructure maintenance, street maintenance, construction, or a related field.

Experience:
  • Seven (7) years of increasingly responsible experience in public works infrastructure and facilities operations, construction, maintenance, and repair, including two (2) years of supervisory responsibility.

Licenses and Certifications:
  • Possession of a valid California Driver's License, to be maintained throughout employment.
  • Certification in Plumbing, Electrical, HVAC, Playground, or Arborist is desirable.
  • Completion of coursework in certifications related to OSHA safety, emergency management, contract administration, or public works operations is highly desirable.

PHYSICAL DEMANDS
When assigned to an office environment, must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone; ability to stand and walk between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment.
