Job description

Program Supervisor – Housing & Occupancy Services

Full-Time | Residential Services

Lutheran Social Services of Wisconsin & Upper Michigan (LSS) is seeking a Program Supervisor to provide day-to-day leadership and oversight for housing operations supporting two residential buildings serving seniors and adults with chronic and persistent mental illness.. This position supervises and supports Occupancy Specialist staff, ensuring compliance with housing regulations, agency standards, and high-quality service delivery.

Key Responsibilities
  • Provide direct supervision, coaching, and performance management for Occupancy Specialists
  • Support daily housing and occupancy operations across multiple residential sites
  • Ensure compliance with HUD, Fair Housing, licensing, contract, and agency requirements
  • Oversee accurate completion and maintenance of tenant files, certifications, leases, and waiting lists
  • Partner with program leadership to address tenant, building, and stakeholder concerns
  • Monitor program performance, productivity expectations, and quality standards
  • Support budgeting activities and monitor housing-related expenditures
  • Coordinate and support preparation for inspections (HUD, state, municipal, and funder)
  • Serve as an agency representative to internal and external partners
  • Participate in hiring, training, and ongoing development of housing staff
  • May provide limited direct operational support as needed
Qualifications
  • Associate's degree in social work, psychology, sociology, or related field required
    (Bachelor's degree preferred)
  • Minimum of 3 years of experience working with a similar population or in a related social services or housing setting
  • Supervisory experience strongly preferred
  • Knowledge of housing compliance, documentation, and service coordination principles
  • Strong written and verbal communication skills
  • Proficiency with Microsoft Office applications
  • Valid driver's license, reliable transportation, and ability to meet agency driving requirements
Work Environment & Requirements
  • Work is performed in both office and residential settings
  • Regular travel between multiple sites is required
  • Ability to support staff in environments serving individuals with developmental disabilities
