Job Description:

L3Harris is actively seeking a Senior Specialist, Trade Technical Specialist, to support the execution of complex export compliance efforts on defense programs and platforms. The Technical Specialist will provide technical and regulatory expertise to the team as it ensures that all business units meet regulatory, corporate, and local compliance requirements for the export jurisdiction and classification determination and import HTS classification of all commodities, software, items of information and related services being exported from, or imported into the U.S.

Essential Functions:

  • Conduct comprehensive technical assessments to determine the J/C and HTS classification of hardware, software, and export-controlled information (ECI) in accordance with applicable U.S. Government regulations and L3Harris policies and procedures
  • Draft export Commodity Jurisdiction (CJ) and Commodity Classification Requests (CCR/CCATs) for submission to Directorate of Defense Trade Controls (DDTC), Defense Technology Security Administration (DTSA), Bureau of Industry and Security (BIS)
  • Review supplier and OEM J/C determinations
  • Assist engineering teams with "design for export" concepts
  • Work with minimal oversight from manager and assist with difficult and complex Export Classifications reviews
  • Interface with other engineering disciplines, non-technical disciplines (e.g., GTC, Program Management, Legal), and suppliers to arrive at the correct and compliant export classification
  • Ensure compliance with U.S. export control regulations, performance standards, and L3Harris policies
  • Be present at all team meetings, program review (e.g., Trade Compliance Engineering Council (TCEC)), and teleconferences as required
  • Work with other J/C teammates to enhance continuous learning, regulatory knowledge, and improved best practices
  • Support up to 10% of travel based on business demands to customer sites, and L3Harris facilities
  • Supporting development and presentation of appropriate training for L3Harris staff, including engineering and supply chain stakeholders

Qualifications:

  • Bachelor's Degree and minimum 4 years of prior relevant experience. Graduate Degree and a minimum of 2 years of prior related experience. In lieu of a degree, minimum of 8 years of prior related experience
  • Experience in one of the following disciplines:
    • Engineering (Mechanical, Electrical, Systems, Software)
    • Export Control Compliance
    • Trade Compliance Engineering
    • Project Engineering with regulatory focus
  • Ability to obtain and maintain a DoD Security Clearance

Preferred Additional Skills:

  • Working experience in regulatory environment (ITAR and EAR) in the aerospace/defense industry or maritime/defense industry
  • Proficiency in Microsoft Office and OCR EASE
  • Experience and understanding of export control regulations, processes, and policies (ITAR, EAR)
  • Must have good organizational skills, as well as good verbal and written communication skills.
  • Must be able to interpret engineering documents
  • Knowledge of commodity jurisdiction and classification processes
  • Understanding of defense systems and technologies subject to export controls

In compliance with pay transparency requirements, the salary range for this role is $84,000 - $156,000. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. L3Harris also offers a variety of benefits, including health and disability insurance, 401(k) match, flexible spending accounts, EAP, education assistance, parental leave, paid time off, and company-paid holidays. The specific programs and options available to an employee may vary depending on date of hire, schedule type, and the applicability of collective bargaining agreements.
