Duties
Help

• Maintain and assists in the operation of the Defense Civilian Payroll System (DCPS) Customer Service Representative (CSR) function.
• Provide payroll liaison activities to over 3000 civilian employees.
• Serve as an intermediary between the customers (serviced clientele) and the Defense Finance and Accounting Services (DFAS) in Indianapolis, IN.
• Provide general and technical advice and assistance relative to defense civilian payroll system support policy, planning and procedures.
• Conduct special studies and works on projects which address pay problems/issues encountered across management functional lines for the elimination or reduction of similar problems in the future.
• Discover, receive and analyze problems relating to automated pay applications.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Must be able to obtain and maintain appropriate security clearance for access to Depot Production Computer System.
• Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 11. While probationary the incumbent can be terminated with limited appeal rights.
• This is a Financial Management Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051
• amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement must be obtained and
• maintained within 24 months of employment.
• TACOM DA (Data and Analytics) Level 2 Compiler Certification Requirement. The incumbent must meet all requirements for this certification within 24 months of being placed on this position
• This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
• Position may be filled as a time-limited promotion (NTE) 1 year by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Position may be made permanent without further competition.

Qualifications
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) to recruit and appoint qualified candidates to positions in the competitive service. In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) Processing payroll documentation through the payroll system, 2) Resolving pay discrepancies for personnel, and 3) Extracting data from financial systems to complete organizational reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07).
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
