Amentum is currently seeking an Sr. Subcontracts Project Manager to support the DHS/ICE Camp East Montana contract in El Paso, TX.

Purpose and Scope:

Responsible for leading the Subcontract Management Team on site as the liaison between the Subcontract Administrators, Program Management, and Operations. Overall responsible for the cost, schedule and technical execution of the subcontractors. Expected to actively manage suppliers in delivering the services and projects on schedule, and develop and implement corrective actions when necessary. This is a senior level position that will be expected to possess a wide range of experience and an advanced understanding of government subcontracting, work independently and develop solutions to resolve complex issues, lead efforts to support team and organizational goals, exercise excellent judgement and business acumen, frequently collaborate with stakeholders, other departments, and senior leadership. Represent Subcontracts and partner with onsite Program Leadership and Functional Area leads on strategy, integration, compliance, oversight, and status of subcontractor activities.

Essential Responsibilities:
  • Coordinate, develop and produce subcontract documentation such as SOWs, action plans, Purchase Requests, reports, and correspondence.
  • Assist in evaluating proposals, responsiveness, responsibility, and eligibility for award, and identify clarifications.
  • Monitor and track subcontractor deliverables, including invoices.
  • Review and process purchase requisitions.
  • Support and conduct subcontract onsite surveillance reviews, Quality checks, and Government audits.
  • Coordinate with accounting and finance departments in administering subcontract invoicing and payments.
  • Ensure compliance with SOW requirements, proper NDS requirements, OSHA and any other onsite requirements.
  • Coordinate with Subcontract Administration and / or Quality to identify non-conformances and corrective actions to closure.
  • Interface and coordinate with subcontractors and service providers, as well as Amentum HR, Finance, AP, and Program teams. Participation in cross-functional collaboration and tiger teams.
  • Build and enhance relationships with key stakeholders to include Program Management, Operations, Subcontractor leads, Contracts, Finance, and others.
  • Develop key reporting tools for performance indicators on program and coordinate with Program Operations team.
  • Perform all other position related duties as assigned or requested.
Minimum Knowledge, Skills, and Abilities:
  • Bachelor's degree in Business Administration, or related field, and ten (10) years of experience in subcontracts or supply chain or related field, or a Master’s and eight (8) years is required; two (2) years of experience in related field may be substituted for each year of the four (4) years of college.
  • For this role, at least five (5) years of prior experience must be directly with subcontract management.
  • Experience with various subcontract types (Cost-Plus, Fixed Price, Time & Materials, and subsets thereof).
Preferred Knowledge, Skills, and Abilities:
  • Experience with Costpoint or similar ERP system, to include use of the purchasing module.
  • Excellent communication and negotiation skills and advanced knowledge of Sharepoint, Microsoft Office Suite, and integrated software applications are required.
  • Capture and Proposal support experience.
  • Knowledge of construction contracts, facility operations, and facility development, including but not limited to payment and performance bonds and insurance, and site development and expansions.
  • Experience supporting DHS, ICE, or detention operations is preferred.
Work Environment, Physical Demands, and Mental Demands:
  • Unique working environment in El Paso, TX. Working conditions at assignment location is exposed to weather and dust. Occasional lifting up to 20 pounds, constant sitting while using the computer terminal, constant use of sight abilities while reviewing documents, constant use of speech/hearing abilities for communication, and constant mental alertness; must possess planning/organizing skills and be able to work under deadlines.

ONSITE in El Paso, TX required. NO REMOTE WORK.
