Job Description:  

  • Lead all aspects of the Subcontract acquisition process from proposal stage through Program award and execution with minimal oversight.
  • This acquisition process includes requirements definition, generation of Statements of Work, generation of Requests for Proposals, proposal evaluations, source selections, negotiations and definitization, cost and price analysis, file documentation, ensuring compliance to all internal and Government FAR/DFAR/DPAS/CPSR Procurement Regulations, change management, invoice approvals, dispute resolution and subcontract close-out.
  • Responsible for managing and driving Subcontractor cost, schedule and technical performance on various types of Subcontracts, including Cost-Type Subcontracts.
  • Ensure L3Harris and Customer objectives are achieved, including on-time delivery, exceptional quality, and affordability.
  • Draft and negotiate complex Subcontract vehicles including Subcontracts, Letter Subcontracts, Teaming Agreements, and Non-Disclosure Agreements.
  • Establish major contractual milestones, such as preliminary and critical reviews and other contractual schedule goals.
  • Apply ingenuity and innovation to develop solutions to complex subcontract problems and identify areas for performance improvement and cost reduction.
  • Responsible for initiating and tracking closure of corrective action measures with Suppliers when necessary.
  • Develop and maintain working relationships with suppliers and cross-functional partners.
  • Provide timely and accurate subcontract status to L3Harris Management and cross-functional stakeholders. 
  • Ensure budget, sales forecast, and EVMS performance are met.

Essential Functions: 

  • Motivated self-starter who has comprehensive knowledge of the Subcontract Management Process Flow.
  • Manage supplier performance on Cost-Type contracts in the areas of technical scope, schedule, and cost.
  • Operate with sense of urgency and within tight deadlines.
  • Manage program budgets and explain variances in monthly performance.
  • Ability to navigate FAR/DFARS, ITAR, EAR regulations and internal procedures for compliance.
  • Support Small Business Initiatives.
  • Ability to generate spending plans, payment forecasts, and variance reports.
  • Follow strategic direction set by Program and functional leadership.
  • Proficient in Microsoft Suite of Products.
  • Strong verbal and written communication skills.

Qualifications:

  • Bachelor's Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
  • Ability to travel to supplier facilities periodically.

Preferred Additional Skills:

  • Highly proficient in MS Office suite of tools, including Outlook.
  • Proficient with MRP systems.
  • Ability to adapt to a fast-paced, dynamic environment with the ability to prioritize and multi-task.
  • Possess excellent communication skills, quality commitment, customer focus, strong interpersonal skills and be adaptable.
  • DoD contract experience.
  • Knowledge of FAR/DFAR/ITAR laws, rules, and regulations.
  • Experience in managing various types of complex subcontracts, including hardware, software, complex services subcontracts, and follow-on/production subcontracts.
  • Lean Six Sigma experience.
  • Experience as Cost Account Manager for Subcontracts managing budgets and sales forecasting.
  • Experience with Earned Value Management processes.

In compliance with pay transparency requirements, the salary range for this role in Massachusetts is $110,500 - $205,000 the salary range for this role in Colorado is $95,500 - $177,500 This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. L3Harris also offers a variety of benefits, including health and disability insurance, 401(k) match, flexible spending accounts, EAP, education assistance, parental leave, paid time off, and company-paid holidays. The specific programs and options available to an employee may vary depending on date of hire, schedule type, and the applicability of collective bargaining agreements.
