Petroplan is seeking an experienced Subcontracts Manager with a strong background in engineering, procurement, and construction (EPC) contracting and major infrastructure or energy projects on behalf of an LNG Operator local to Louisiana. This position will be responsible for administering and enforcing construction-related subcontracts supporting large-scale LNG projects.

The Subcontracts Manager will oversee the full lifecycle of project subcontracts, from planning and subcontractor prequalification through formation, negotiation, execution, change management, performance monitoring, reporting, and formal closeout.

Working as part of a multidisciplinary project team, this individual will collaborate closely with construction, engineering, procurement, project controls, HSE, quality, legal, and commercial stakeholders to ensure subcontracts are properly structured, executed, and managed throughout the project.

Key Responsibilities

• Partner with project leadership and functional teams to develop, structure, and execute construction subcontracts.
• Provide leadership, guidance, and oversight to Subcontract Administrators and other subcontract management personnel.
• Manage all phases of engineering and construction subcontracts, including prequalification, solicitation, formation, execution, administration, changes, and closeout.
• Develop, implement, and maintain project-specific subcontracting plans.
• Identify and evaluate potential subcontractors in coordination with HSE, QA/QC, engineering, and other project stakeholders.
• Lead subcontractor prequalification and due diligence activities to assess technical capability, commercial strength, safety performance, quality performance, and overall project suitability.
• Coordinate with proposal, engineering, and technical teams to ensure all required technical information is incorporated into subcontract packages prior to award and minimize post-award scope changes.
• Develop and issue Requests for Quotation (RFQs), including scopes of work, technical specifications, commercial requirements, and project schedules.
• Review RFQ packages for accuracy, completeness, and alignment with project requirements prior to issuance.
• Solicit, evaluate, and analyze subcontractor proposals and lead commercial and contractual negotiations in collaboration with project leadership and legal counsel.
• Coordinate confidentiality agreements and other required pre-award documentation with prospective subcontractors.
• Lead or participate in subcontractor pre-award meetings, project kickoff meetings, progress meetings, and commercial status reviews.
• Prepare subcontractor bid evaluations and award recommendations in coordination with the project team for management review and approval.
• Ensure proper execution and formalization of subcontract agreements in accordance with established company procedures and delegated authority requirements.
• Coordinate with document control to maintain accurate subcontract documentation, registers, and records.
• Review project quantity and progress information to support invoice validation, productivity tracking, and subcontractor performance assessment.
• Verify that required subcontractor insurance, bonds, certificates, and other compliance documentation are in place prior to commencement of work.
• Participate in site construction meetings and provide subcontracting support on commercial and contractual matters.
• Lead the subcontract change order process, working with project stakeholders to evaluate scope, cost, schedule, and contractual impacts and finalize required documentation.
• Conduct subcontract risk assessments and identify potential commercial, contractual, schedule, and execution risks.
• Monitor subcontractor invoices and coordinate with project controls and other stakeholders to validate payment requests.
• Track subcontractor performance, obligations, deliverables, and contractual compliance throughout the project lifecycle.
• Obtain required lien releases, completion documentation, certificates, and other closeout deliverables from subcontractors.
• Support formal subcontract closeout activities and ensure all contractual obligations are satisfied prior to final closure.
• Maintain accurate records and reporting related to subcontract status, changes, claims, risks, and performance.
• Perform other subcontracting and commercial responsibilities as assigned by project leadership.

Qualifications & Experience

• Bachelor’s degree in Engineering, Business, Law, Construction Management, or a related discipline preferred.
• 7–10+ years of experience in contract and/or subcontract management.
• At least 5 years of experience managing engineering and construction subcontracts, preferably within the oil & gas, LNG, energy, industrial, or major infrastructure sectors.
• Experience working on large-scale EPC or capital construction projects strongly preferred.
• Strong understanding of construction contracts, subcontract terms and conditions, commercial requirements, compensation structures, invoicing, insurance, change orders, and closeout processes.
• Demonstrated experience with subcontractor sourcing, prequalification, proposal evaluation, negotiation, award, administration, and performance management.
• Experience working with multidisciplinary project teams in a construction or project-site environment.
• Ability and willingness to work at a Louisiana project site and travel as required.
• Strong understanding of contractual and commercial risk, with the ability to identify issues, assess potential impacts, and escalate matters appropriately.
• Excellent analytical, negotiation, and problem-solving skills.
• Strong written and verbal communication skills, including the ability to prepare contractual correspondence and commercial documentation.
• Ability to effectively communicate and collaborate with internal stakeholders, subcontractors, contractors, and other external counterparties.
• Highly organized with the ability to manage multiple priorities and meet critical project deadlines.
• Strong attention to detail and ability to handle commercially sensitive and confidential information.
• Ability to work independently while also contributing effectively within a fast-paced, multidisciplinary project environment.
