This opportunity entails responsibility for the effective management and delivery to provide program management support and advisory services for a major multi-billion-dollar aviation capital improvement program at Charlotte Douglas International Airport (CLT). The program includes concourse expansions, runway rehabilitation, taxiway improvements, ramp and apron expansions, utility upgrades, enabling projects, and other critical airside and landside infrastructure.
The Aviation Program Manager will serve as the senior day-to-day leader of the program, working closely with CLT leadership, airport stakeholders, designers, contractors, and HNTB's multidisciplinary team. This individual will be accountable for helping CLT to integrate multiple concurrent projects into a coordinated program and delivering safe, high-quality improvements while maintaining continuous airport operations.

What You'll Do:

  • Acts as the client's agent in delivering PMC services in the areas of strategic planning, alternative delivery, innovative financing, procurement/contract management, risk management, project controls, quality management, construction management, project closeout and acceptance, and operations/maintenance.
  • Routinely resolves difficult issues of significant financial impact, assessing and managing risk on behalf of the client.
  • Identifies and effectively pursues opportunities to advance HNTB's presence and revenue opportunity, both with current client(s) and more broadly within the PMC market.
  • Actively works to build a reputation in the industry and within Program Management, maintaining positive relationships with clients and representing HNTB with local, state and national industry organizations.
  • Interacts with senior government or public officials and/or clients on significant program matters often requiring coordination between organizations.
  • Responsible for defining staffing needs for the delivery of services, providing direction and oversight to Project Managers, other staff, client staff and subcontractors.
  • Has an awareness and understanding of the political environment and sensitivities in which a program is being delivered.
  • Able to lead HNTB team in understanding client perspectives and vision of success while keeping staff connected to firm culture and organization.
  • Develops a deep understanding of full range of HNTB services and firm-wide resources.
  • Participates in the development of client service action plans and client project reviews.
  • Carries out other duties as assigned.

What You'll Need:

  • Bachelor's degree in Civil Engineering, Construction Management or related discipline
  • 15 years relevant experience

What We Prefer:

  • Professional Engineer, Registered Architect, CCM, PMP, or comparable professional credential.
  • Experience delivering capital improvements at a large or medium-hub commercial service airport.
  • Experience coordinating projects with the FAA, airlines, airport operations, security, maintenance, and other aviation stakeholders.
  • Familiarity with FAA Advisory Circulars, Airport Improvement Program requirements, safety management systems, construction safety and phasing plans, and airport security requirements.
  • Experience with traditional and alternative delivery methods, including design-bid-build, design-build, construction manager at risk, and progressive design-build.
  • Experience implementing enterprise-level program controls, earned-value practices, risk-based forecasting, and executive performance reporting.
  • Demonstrated success delivering complex programs safely, on schedule, within budget, and to the client's satisfaction.
