The primary purpose of this position is to serve as a Training Specialist developing programs of instruction for the Small Unmanned Aerial Systems and Counter- Small Unmanned Aerial Systems for the Training and Air Operations Branch of the Air Force Security Forces Center, Detachment 3, a Primary Sub Unit (PSU) of the Air Force Installations and Mission Support Center.

Experience

General Experience (for GS-5 positions): Experience that provided evidence of the ability to instruct students in the use of equipment, principles, or practices of the subject or occupation. This experience may have been gained as a teacher or instructor; in on-the-job supervision or instruction of subordinates or fellow workers; or in work involving application of the principles, practices, and techniques of the occupation or subject-matter field of the position to be filled.

Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:

• Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
• Supervising or administering a training program.
• Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
• Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:

• Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
• Supervising or administering a training program.
• Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
• Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

• Mastery knowledge of the concepts, principles, practices, standards, methods, techniques, materials and equipment associated with SUAS and C-SUAS programs. Expert knowledge of military, Federal Aviation Administration or International Civil Aviation Organization (ICAO) SUAS regulations and operating procedures, expert knowledge of flight operations (manned or unmanned) and working knowledge of fixed and deployable C-SUAS equipment and technology is critical to the successful performance of the work.

• Expert knowledge of the laws, rules, regulations, and procedures governing the conduct of ATC operations and the separation of aircraft in terminal radar approach control and control tower operations, and of the functional and operational limitations of ATC equipment such as: radar systems, navigational aids, weather indicators, remote status indicators, radios, landlines, recording equipment, ATC simulation systems.

• Knowledge of OSD, AF, USNORTHCOM and other COCOM SUAS and C-SUAS regulations, policy, directives/instructions and guidance, as necessary and the relationship of the various Air Force entities involved in overall planning and execution of military operations and evaluations, and the way the PPBS process supports them.

• Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.

• Skill in review and analysis techniques and methods to appraise assigned programs or projects; identify needs and solutions; develop goals, policies, and procedures; monitor progress; and evaluate success.

• Ability to apply the principles and techniques of education and to help students acquire specific skills or knowledge.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
