What You Will Do:
  • Lead IC-wide data management programs aligned with the IC Data Strategy.
  • Develop and execute strategic plans to enhance data governance, metadata management, and data sharing across IC elements.
  • Coordinate with IC Chief Data Officers, mission owners, and technology leaders to align data initiatives with enterprise priorities.
  • Manage program milestones, budgets, and reporting in accordance with IC Capability Requirements and acquisition processes.
  • Facilitate stakeholder engagement across ODNI, DoD, and other IC agencies to ensure alignment and adoption.
  • Support workforce development initiatives to improve data literacy and promote a data-centric culture.
  • Monitor compliance with IC Directives (e.g., ICD 501, ICD 504, ICD 505) and ensure integration with the IC IT Ecosystem and Services of Common Concern (SoCC).

What You Will Need:
  • An ACTIVE and MAINTAINED TS/SCI Federal or DoD security clearance with a COUNTERINTELLIGENCE (CI) polygraph
  • Bachelor's degree
  • 5+ years of experience in program management, data governance, or enterprise architecture within the IC or federal government

What Would Be Nice To Have:
  • Master's degree in a technical or policy-related field.
  • PMP, PgMP, or equivalent program management certification.
  • CDMP, TOGAF, or other data governance/architecture credentials.
  • Familiarity with IC Capability Requirements Process (ICD 115) and IC IE Data Strategy.
  • Experience supporting ODNI or IC-wide transformation efforts.
  • Proven ability to lead complex, multi-stakeholder initiatives across agencies.

The annual salary range for this position is $98,000.00-$163,000.00. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
