Job description

Edgewater Technical Associates is seeking qualified candidates for a Preconstruction Project Manager position in Aiken, SC.
Job Description:
The Preconstruction Project Manager drives the front-end pursuit process for new construction opportunities. Responsibilities include managing pre-bid activities, developing technical proposal content, coordinating with estimators and engineers, and ensuring submissions are accurate, compelling, and compliant with client requirements. This role requires 10+ years of construction experience with strong technical writing and project planning capabilities.
Key Responsibilities:
  • Lead creation of technical and narrative proposal sections, including execution plans, schedules, safety approaches, and project methodologies.
  • Manage RFQ/RFP reviews, lead bid strategy meetings, and coordinate with estimating, engineering, and operations teams.
  • Develop project-specific technical information, including logistics plans, constructability reviews, and design narratives.
  • Participate in pre bid meetings, site walks, and client interviews; support relationship building with owners and design partners.
  • Prepare phasing plans and resource strategies for proposal submissions.
  • Identify project risks, clarify scope gaps, and coordinate resolution of technical questions during the pursuit phase.
  • Ensure all proposal materials meet RFP requirements, brand standards, and submission deadlines.
  • Support transition from pre construction to project execution teams after award.

Required Qualifications:
  • 10+ years of experience in construction, pre construction, estimating, or project management.
  • Proven ability to develop winning proposals for commercial, industrial, or institutional construction projects.
  • Strong understanding of construction means and methods, design processes, and project delivery models.
  • Excellent technical writing, communication, and presentation skills.
  • Proficiency with proposal and construction tools (InDesign, Bluebeam, Procore, P6, MS Project).
  • Familiarity with complex industrial or large commercial project types.
  • Ability to interpret drawings, specifications, and RFP requirements.
  • Strong organizational skills and ability to manage multiple pursuits simultaneously.

Preferred Qualifications:
  • Bachelor's degree in Construction Management, Engineering, Architecture, or related field.
  • Experience with design build, CMAR, or EPC pursuits.
