Description THIS POSTING IS OPEN TO CURRENT CITY OF PLANTATION EMPLOYEES AND PLANTATION ACRES IMPROVEMENT DISTRICT (PAID) EMPLOYEES ONLY. This is a non-exempt supervisory field position responsible for planning, coordinating, assigning, and overseeing the daily activities of Stormwater Division maintenance crews engaged in the inspection, operation, repair, construction, and maintenance of the City's stormwater conveyance system, waterways, drainage infrastructure, pump stations, roadside swales, canals, culverts, exfiltration trenches, outfalls, and related stormwater facilities. The employee exercises independent judgment while supervising multiple field crews and ensuring work is completed safely, efficiently, and in accordance with City standards, Florida Department of Environmental Protection (FDEP) regulations, Municipal Separate Storm Sewer System (MS4) permit requirements, and applicable safety regulations.

The Crew Leader serves as the primary field supervisor responsible for work quality, employee safety, equipment utilization, emergency response, and customer service. Employees are hired as AT-WILL employees serving at the pleasure of the City and may be terminated at any time with or without cause. Examples of Duties Assist the Stormwater Manager in the following functions: Plans, assigns, coordinates, and supervises the daily work of Stormwater Division maintenance crews.

Leads the inspection, maintenance, repair, and construction of the City's stormwater infrastructure, including canals, drainage systems, culverts, swales, catch basins, pump stations, and related facilities. Ensures work is completed safely, efficiently, and in accordance with City policies and regulatory requirements. Operates and oversees the safe operation of heavy equipment, trucks, and specialized stormwater maintenance equipment.

Performs field inspections to monitor work quality, productivity, and compliance with established standards. Coordinates emergency response activities during flooding, hurricanes, and other emergency events. Trains, mentors, and evaluates assigned personnel in proper work methods, safety procedures, and equipment operation.

Assists the Stormwater Manager with scheduling work assignments, prioritizing maintenance activities, and allocating personnel and equipment. Coordinates maintenance activities with other City departments, contractors, utility companies, and outside agencies. Responds to resident inquiries and resolves field-related customer service requests.

Maintains records of inspections, work orders, labor, equipment usage, materials, and completed maintenance activities. Monitors and ensures compliance with the City's MS4 Permit, NPDES requirements, and applicable environmental regulations. Assists in identifying maintenance needs and recommending repairs, equipment purchases, and operational improvements.

Maintains inventory of tools, equipment, and materials used in daily operations. Performs skilled stormwater maintenance work as needed and provides technical assistance to crew members. Serves as the field supervisor during emergency operations and after-hours callouts.

Performs related duties as assigned. Typical Qualifications Thorough knowledge of the principles, practices, methods, and materials used in the construction, operation, inspection, repair, and maintenance of municipal stormwater drainage systems, waterways, canals, pump stations, and related infrastructure. Knowledge of occupational hazards, OSHA regulations, traffic control requirements, confined space entry procedures, and safe work practices associated with stormwater maintenance operations.

Ability to plan, organize, assign, supervise, and evaluate the work of assigned personnel while maintaining productivity, quality, and safety standards. Ability to provide leadership, training, coaching, and technical guidance to field crews while promoting teamwork and professional development. Ability to read and interpret engineering plans, construction drawings, utility maps, GIS maps, specifications, and work orders.

Ability to identify, troubleshoot, and recommend corrective actions for drainage deficiencies, stormwater system failures, flooding issues, and infrastructure maintenance needs. Ability to coordinate multiple projects, prioritize work assignments, and respond effectively to emergency situations. Ability to establish and maintain effective working relationships with employees, contractors, consultants, regulatory agencies, and the public.

Ability to communicate effectively, both verbally and in writing, and prepare reports, inspection records, and maintenance documentation. Ability to operate and supervise the safe operation of Stormwater Division vehicles, including sweepers, vacuum trucks, dump trucks, stake body trucks, and other specialized equipment. Ability to operate and oversee the use of heavy construction and maintenance equipment, including excavators, backhoes, front-end loaders, tractors, skid steers, trailers, pumps, and related stormwater maintenance equipment.

Skill in the safe operation, maintenance, and inspection of equipment, tools, and machinery used in stormwater maintenance and construction activities. Proficiency in the use of computers, mobile inspection technology, work order management systems, and Microsoft Office applications. Ability to maintain accurate records of inspections, maintenance activities, equipment usage, labor, and materials.

Ability to respond to after-hours emergencies and perform duties during declared emergencies, hurricanes, flooding events, and other disaster response operations. DESIRABLE EXPERIENCE AND TRAINING High School Diploma or GED. Minimum five (5) years of progressively responsible experience in stormwater maintenance, drainage construction, heavy equipment operation, or related public works maintenance, including at least one (1) year in a lead worker or supervisory capacity; or an equivalent combination of education, training, and experience.

Licenses and Certifications: Valid Florida Driver License. Florida Commercial Driver License (CDL) Class B. Florida Stormwater Association Level I Certification.

Florida Stormwater Association Level II Certification. Work Environment Work is performed in both indoor office and outdoor field environments and requires frequent travel between work sites throughout the City. Duties involve exposure to varying weather conditions, including extreme heat, humidity, rain, and adverse weather during emergency response operations.

The employee is frequently exposed to construction sites, canals, drainage systems, roadways with vehicular traffic, heavy equipment, loud noise, dust, mud, standing water, insects, and other environmental hazards associated with stormwater maintenance activities. The position requires walking on uneven terrain, climbing, bending, lifting, entering confined spaces when required, and operating or supervising the operation of heavy equipment and specialized stormwater maintenance vehicles. This position is designated as an Emergency Response classification and requires the employee to report for duty during hurricanes, flooding events, tropical storms, and other declared emergencies, including after-hours, weekends, and holidays.

Physical Demands The work requires exerting in excess of 100 pounds of force occasionally and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects. Work requires the ability to balance, climb, crawl, crouch, kneel, lift and/or carry and push/pull various objects.
