TL Services is an SDVOSB construction firm specializing in mechanical, electrical, plumbing, building automation, low voltage systems, and renovations of existing facilities for the U.S. Department of Veterans Affairs, including VA Medical Centers, Community-Based Outpatient Clinics (CBOCs), and related federal facilities. We deliver mission-critical projects that directly support the care of our nation’s veterans.

Position Summary

The Vice President of Operations is the senior operational leader responsible for the safe, compliant, on-time, and on-budget delivery of the company’s entire construction portfolio. This role owns project execution from preconstruction through closeout, leads the project management and field operations teams, and serves as the company’s senior point of accountability to VA Contracting Officers (COs), Contracting Officer Representatives (CORs), and third-party A/E firms who perform the designs on the projects we execute. The VP of Operations partners closely with Sales, Contracting, Business Development, Finance, and Safety to drive profitable growth while upholding the standards required for federal healthcare construction.

Key ResponsibilitiesOperational Leadership
  • Direct all field and project management operations across an active portfolio of construction projects ranging from minor renovations ($1M - $5M) to large bid build ($20M+), design-build, and Energy Savings Performance Contracting (ESPCs).
  • Establish, implement, and continuously improve standard operating procedures for preconstruction, project execution, quality control, and closeout in accordance with project-specific drawings and specifications.
  • Meet annual operations financial targets for revenue, gross margin, schedule performance, safety, and customer satisfaction.
  • Conduct internal monthly project review meetings; review project profitability, change orders, project schedule commitments, identify at-risk projects early and drive recovery plans, where needed.
  • Oversee preparation, negotiation, and execution of change orders, RFIs, submittals, and pay applications.
  • Enforce Infection Control Risk Assessment (ICRA) protocols and Interim Life Safety Measures (ILSM) on every project within occupied VA medical facilities.
  • Provide direct assistance to field staff for coordinating with VA Infection Prevention, Engineering Service, Safety, and clinical staff to schedule and phase work around patient care operations.
Safety & Quality
  • Champion a zero-incident safety culture aligned with EM 385-1-1, OSHA 29 CFR 1926, and VA site-specific safety requirements.
  • Oversee the company Quality Control program, including three-phase inspections, definable features of work, and contractor QC reports.
  • Hold project teams accountable for safety leading indicators, near-miss reporting, and corrective action closure.
Team Leadership & Development
  • Lead, mentor, and grow a team Senior Project Managers, Project Managers, Construction Managers, Superintendents, and project engineers located in TL Services’ Riverview, Florida and Chicago, Illinois offices.
  • Build the bench: recruit, retain, and develop talent; manage performance and succession planning for key operations roles.
  • Foster a culture aligned with the company’s mission to serve veterans and to provide the discipline required for federal work.
Financial & Commercial Performance
  • Own P&L for the operations division; approve project budgets, drive project schedules with assigned staff, close-out projects, and perform monthly forecasts.
  • Partner with Finance on WIP reporting, cash management, and billings.
Required Qualifications
  • Bachelor’s degree in Business, Construction Management, Engineering, Architecture, or related field.
  • 10+ years of progressive construction management experience, with a minimum of 5 years executing VA, USACE, NAVFAC, or comparable Federal Agency work.
  • Demonstrated success leading a portfolio of $35M+ in annual federal construction revenue.
  • Current working knowledge of FAR, Davis-Bacon, OSHA, EM 385-1-1, and VA Master Specifications.
  • Proven experience constructing in active healthcare facilities, including ICRA.
  • Track record building and leading high-performing operations teams across multiple geographies.
  • Strong technical construction experience – able to thoroughly understand construction plans and specifications and provide direction to staff on proper phasing of projects from start to finish utilizing CPM project schedules.
  • Strong financial acumen — able to read and act on WIP, schedule of values, and cost-to-complete reports.
  • Proficiency with Procore, including project financials, RFIs, submittals, change events, and field productivity modules.
  • Ability to obtain VA facility access credentials; clean background and drug screening.
Preferred Qualifications
  • Direct experience with VA CFM (Office of Construction & Facilities Management).
  • Experience executing as or alongside an SDVOSB prime contractor.
  • Certifications: PMP, LEED AP, AHC, or ASHE Health Care Construction Certificate (HCC).
  • OSHA 30 and CQM-C (USACE/NAVFAC Construction Quality Management for Contractors).
