Summary
The primary purpose of this position is to build trust and relationships and improve communication with residents while providing a visible uniformed security presence for matters pertaining to preserving and protecting life and property on LMH premises. In addition to the public safety function, the position acts as a liaison between the residents, Manager of Access, Communications amp; Security (MACS), and Toledo and/or Lucas County Law Enforcement and other protective security service groups and represents the Authority’s interests. The Unarmed Static Security Officer (USSO) is LMHs front line public safety personnel and reports to the MACS, who serves with the Field Operations Manager (FOM) and the Vice President of Public Safety or designee. This position confers on a regular basis with the MACS, FOM, Vice President of Public Safety or designee to ensure an integrated security and public safety operation at all LMH properties to prevent incidents that may pose a risk to LMH residents, employees, and communities. This position will focus on being visible to the residents, building relationships / trust and providing a professional uniformed presence in buildings or an assigned area, with staff and community partners; with the primary focus being on community policing, safeguarding property and equipment, preserving / protecting life, providing safety sweeps, special attention and security checks; a proactive deterrent and uniformed response to crime, disorder, safety and security issues or incidents, and will be permanently assigned a Static, or Building Security post or position, perform rounds, perimeter and/or floor checks, perform access control or act as a building or area security officer on various shifts or locations assigned. The USSO works in conjunction with Armed Mobile Patrol Officer (AMPO), Police Mobile Patrol Officer (PMPO), and under the direction of the MACS, FOM, Vice President of Public Safety in that order and Chain of Command.
All activities must support the Lucas Metropolitan Housing (“LMH” or) mission, strategic goals, and objectives.
Essential Duties and Responsibilities
  • Serves as the Authority’s front line, first responder for all safety and security operations. Patrols a designated area on foot. Performs building, property, resident and staff safety checks, responds to all situations, calls or emergencies that may present a safety or security threat to LMH residents, staff, community, events, property or equipment.
  • Functions in conjunction with local law enforcement, Fire, EMS, and other public or social service personnel or private security projecting officers. Responds to, and addresses reported complaints or violations of laws, regulations, or policies. May administer first aid.
  • Ensures LMH residents, property, and staff are protected, safe, secure, and free from crime, damage, intrusion, loiterers, trespassers, and increased liability or harm due to defective equipment, building issues, criminal behavior, civil disorder or safety and security issues.
  • Assists Asset Management staff with safety and security checks of LMH properties, buildings, and equipment.
  • Confers on a regular basis with AMPO, PMPO, the MACS, FOM, Vice President of Public Safety or designee to ensure an integrated security and safety operation at all LMH properties to prevent incidents that may pose a risk to LMH residents, employees and community.
  • Communicates and confers regularly with and under the direction of the MACS, FOM, Vice President of Public Safety or designee with Asset Management staff, department heads, residents, and responding local law enforcement to ensure the integration of effective safety and security program to enhance the utilization of personnel for special investigations, patrols, services of a confidential nature, increased safety measures and emergency response by providing a proactive visible deterrent and professional timely response to, properties/sites or emergencies, under the direction of the MACS, FOM, Vice President of Public Safety, and/or designee.
  • Prepares and provides timely / accurate written reports, logs, documented activities, and complaints and other safety and security issues to the MACS, FOM, Vice President of Public Safety or designee and gathers evidence as well as provides witness testimony to incidents.
  • Provides information pertaining to identified safety and security issues and potential liability issues to the Property Manager or Assistant Property Manager at the request and under the direction of the MACS, FOM, Vice President of Public Safety and/or designee, responds to alerts or calls for assistance or service, informs supervisors in a timely manner of issues in the assigned building(s).
  • Works as a liaison and community-oriented officer with residents, staff, support personnel and other responding agencies. May be required to conduct sweeps, checks, patrols, make presentations or briefings on safety/security matters with LMH and other support personnel but only after consultation with and at the discretion of the MACS, FOM, Vice President of Public Safety or designee.
  • Meets all job safety requirements and all applicable OSHA/PERRP safety standards that pertain to essential functions and maintains licenses and certifications as required.

Education and/or Experience
High school diploma or equivalent required. A valid Ohio Police Officer Training Academy certificate or prior safety or security experience is recommended/preferred but not required. Once employed, must be able to obtain/maintain mandated safety or security certifications or licensures. Must be at least twenty-one (21) years of age and submit to an FBI background screening, if mandated. Must possess a valid Ohio or Michigan driver’s license and be insurable under the Authority’s plan as well as personal liability insurance. Cell phone required. Must be available for any shift and for emergency call-ins. Must also be available for representing LMH in all security matters before, during and after criminal investigations.
Technical Skills
To perform this job successfully, the employee should have strong computer skills (e.g. MS Word, Excel, PowerPoint, and Outlook). Must have ability to learn other computer software programs and operate office equipment as required by assigned tasks. Must be able to communicate via email, in person, and verbally via telephone. Ability to complete CPR, First Aid, de-escalation, crisis intervention training certifications and the LMH Public Safety Mobile Patrol Officer (MPO) Physical Fitness Standard Assessment prior to employment. Ability to pass physical and background exam and drug screen test. Ability to handle vehicles in normal and emergency conditions.

To perform this job successfully, the employee is frequently required to perform foot patrols, security sweeps and assessments, respond to alarms, large crowds, emergencies, or high stress situations. The candidate must be physically fit and have prior experience in self-defense and verbal de-escalation skills. Daily movements include standing, walking, sitting, stooping, lifting, moving about the office, field, residences and spread out properties and facilities; and attending onsite and offsite meetings and emergencies. The employee must occasionally transport or move a person up to 300 pounds and successfully meet LMH MPO Physical Fitness Standard Assessment (1 ½ mile run, push-ups/sit-ups, self-weight carry, as per age/gender/time standards)
