Job description

The Government Program Manager will be responsible for managing activities along two paths: manage the company’s day-to-day government program compliance activities focusing on federal and state funding programs and grants, and drive enhanced program implementation and compliance excellence in streamlining filings and reports. The Government Program Manager with work with a collaborative, solutions-focused approach. The successful candidate will possess excellent communication and interpersonal skills, adaptability, analytical skills, and a mature professional attitude.
***Required: The successful candidate must also possess experience in federal USF program compliance within the telecommunications industry (High Cost, E-Rate, RHC, Lifeline) and/or experience with broadband grant programs and requirements. Candidates that do not meet these qualifications will not be considered.

Duties and Key Responsibilities (including but not limited to)
  • Act as the day-to-day internal point of contact for program management, supporting internal teams by providing guidance on program rules and helping to align business objectives with program requirements.
  • Work to review/document compliance requirements for each grant and program, reviewing grant applications, agreements and program regulations, providing relevant details to internal stakeholders and working closely with project managers.
  • Conduct account and project billing/invoicing reviews, prepare reimbursement filings with all necessary back up documentation, respond to government requests.
  • Maintain knowledge of the Company’s service offerings, service footprints, and targeted customers (fiber optic and wireless technologies), particularly as related to ETC and ILEC areas and funding programs.
  • Track program requirements and deadlines. Work with internal teams to ensure understanding of requirements and objectives. Provide regular progress updates for stakeholders. Lead documentation gathering in response to federal program audits.
  • Oversee compliance objectives for broadband network expansion, ensuring timely and accurate filings. Familiarity with broadband location and availability reporting to the federal government a plus (for example, HUBB reporting).
  • Ability to analyze data and provide high level excel reports, including but not limited to, pivot tables, lookups, etc.
  • Perform other duties as requested.

  • Experience preparing and presenting executive summaries for approval
  • Experience in setting and meeting schedules/deadlines
  • Experience working in the telecommunications industry.
  • Experience managing E-Rate compliance for a service provider.

This position can be remote. Eastern Time or Central Time is preferred.
