----------------------------------------------------------------- The City of Folsom's Utilities Department is currently recruiting for a HazMat Coordinator to join the Waste & Recycling Division. This position is Monday - Friday, and works both in the field and in-office. This position is non-exempt and represented by Local 39 IUOE.

IDEAL CANDIDATE The ideal candidate is community-focused with a passion for protecting the environment through the proper disposal of hazardous waste. They have experience with hazardous materials management and environmental compliance, including municipal, state and federal regulatory compliance and can apply this knowledge to all areas of the operation, including public education, collection, packaging, and transportation of hazardous waste, and emergency spill response. The ideal candidate is also committed to safety and can effectively lead and motivate a team while working in a physically demanding environment.

Under the general direction of the General Services Manager, the HazMat Coordinator performs specialized field and administrative work for the Waste and Recycling Division of the Utilities Department; develops, implements, coordinates and participates in residential and commercial hazardous materials (hazmat) collection and disposal programs and responds to and coordinates cleanup of hazmat incidents resulting from Division operations. SUPERVISION RECEIVED/EXERCISED Receives general direction from the General Services Manager or designee. Incumbents may oversee, monitor, and/or direct the work of lower-level personnel.

DISTINGUISHING CHARACTERISTICS The HazMat Coordinator is a single position classification. The incumbent's preponderant role is to coordinate, lead, and participate in the collection and disposal of commercial and residential hazmat. The HazMat Coordinator is distinguished from the Environmental Specialist I/II in that the latter provides journey-level support for a wide range of waste programs, including hazmat, recyclables, and organic waste and does not have lead responsibilities.

The HazMat Coordinator is distinguished from Senior Environmental Specialist in that the latter spends the preponderance of time performing specialized administrative program work but does not routinely coordinate field work such as hazmat collection or respond to hazmat incidents. Examples of Essential Duties NOTE: The following are the duties performed by employees in this classification. However, employees may perform other related duties at an equivalent level.

Each individual in the classification does not necessarily perform all the duties listed. Provide technical assistance and training to staff relating to collection operations, packaging, storage, and disposal of hazmat collected through City programs. Perform collections for various hazmat programs for residents and businesses.

Test unknown chemicals to determine appropriate packaging and shipping requirements. Receive notification of Division hazmat spills related to City activities from management and/or the public; evaluate incidents and determine the necessary response; coordinate with relevant City staff and external agencies to ensure the response is suitable, serving as incident lead and monitoring responders as needed; direct on-site cleanup, disposal and remediation activities, ensure proper handling and disposal of hazmat substances and materials, obtain and complete all required incident reports and documentation. Provide investigation and follow-up to any complaints that arise from incident response activities.

Oversee the temporary storage of hazmat; maintain and track inventory and arrange for appropriate disposal within mandated timeframes. Coordinate hazmat shipments including scheduling, packaging, loading, manifest completion and submittal. Develop hazmat program designs and operating procedures according to federal and state laws and regulations.

Develop, propose, and implement Division policies and procedures based on federal, state, and local laws and regulations. Provide information to members of the public, contractors, and consultants regarding hazmat regulations and programs; serve as a subject matter expert to City management regarding proper hazmat handling and management. Publicize or promote hazmat program activities, including development and implementation of events and media campaigns and related outreach materials.

May assist with budget development and help administer hazmat program budgets. Monitor and maintain hazmat supplies and equipment; procure supplies and equipment. Maintain files for incident response and collection programs; compile and analyze data to prepare reports and make proposals to management.

Prepare a wide variety of business correspondence; prepare and send invoices for billable services. Perform related duties as assigned. Employment Standards NOTE: The level and scope of the following knowledge and abilities are related to duties listed under the "Examples of Essential Duties" section of this specification.

Knowledge of: Federal, state and local laws and standards regarding the collection, storage, transportation, and disposal of hazardous substances/materials and associated safety practices. Methods, procedures, materials and equipment used in responding to, identifying, evaluating hazmat, and correcting associated hazardous conditions. Principles and practices of emergency preparedness and response Effects of hazmat on human health and the environment.

Word processing, spreadsheet, and database software commonly used in a business setting. Ability to: Investigate, evaluate, and provide remediation for hazmat spills and incidents. Analyze, interpret, and implement laws, regulations, and policies related to hazmat and related incident response.

Provide leadership to professional and technical personnel. Provide technical advice to various personnel in solving hazmat-related problems or assignments. Use personal protective clothing and equipment to protect against exposure to hazmat and monitor the use of such equipment by others.

Analyze and use information to make sound decisions and recommendations during routine operations and emergency situations. Prepare and analyze statistical data. Prepare clear, concise and comprehensive reports, records correspondence and other written materials.

Communicate effectively verbally and in writing. Establish and maintain effective working relationships with those contacted in the course of work. Work independently with minimal supervision.

Minimum Qualifications Experience: Two (2) years of full-time experience as an Environmental Specialist II assigned to the Hazardous Materials Division with the City of Folsom. OR Education: Possession of a bachelor's degree from an accredited college or university in industrial hygiene, environmental studies, chemistry, biology, or a closely related field. AND Three (3) years of full-time hazardous materials or waste program experience that include some responsibility for identifying, collecting, storing, transporting and disposing of hazmat.

Substitution: Additional qualifying hazardous materials or waste program experience may substitute for the required education on a year-for-year basis. License, Certification, Registration and Other Requirements: Possession of, or ability to obtain and retain, a California Class C Driver License by the time of appointment. Possession of, or ability to obtain and retain, OSHA certified training in Hazardous Waste Operations/Emergency Response by the time of appointment.

Possession of, or ability to obtain and retain, US Department of Transportation Hazardous Waste Generator training by the time of appointment. Within one (1) year from appointment, incumbents must obtain the following required certifications/training: A certificate in basic CPR/First Aid, and/or Any other hazardous materials/waste management, hazmat emergency responder, and/or other certificates/training required by law. Working Conditions: Work is performed in a typical office and field environment.

(1) Mobility: frequent use of keyboard; frequent sitting for long periods of time; frequent standing, bending or squatting. (2) Lifting: frequently up to 50 pounds; occasionally up to 75 pounds. (3) Vision: constant use of overall vision; frequent reading and close-up work; occasional color and depth vision.

(4) Dexterity: frequent repetitive motion; frequent writing; frequent grasping, holding, and reaching. (5) Hearing/ Talking: frequent hearing and talking, in person and on the phone. (6) Emotional/ Psychological: frequent decision-making and concentration; frequent public and/or coworker contact; occasional working alone.

(7) Environmental: frequent exposure to noise; frequent exposure to chemicals, fumes and other environmental substances. Incumbents must be able to wear personal protective equipment (PPE) as required.
