Are you an experienced civil estimator who thrives on diverse infrastructure projects and enjoys spending time on active sites across the region?

Our client—a premier, high-growth specialty contractor based in New Orleans, LA—is seeking a skilled Regional Underground Utilities Estimator to join their expanding team. In this pivotal role, you will drive bid strategy, conduct site visits, and build accurate cost proposals for critical infrastructure projects in Louisiana and neighboring states.

From municipal water mains and sanitary sewer lines to complex treatment plant installations, your work will directly shape major public and private projects across the Gulf Coast region.

Key Responsibilities

  • End-to-End Bid Management: Lead complete cost estimation and competitive bid proposals for underground wet utilities, treatment plant structures, and site infrastructure.
  • Regional Site Visits & Walkthroughs: Travel to project sites across state lines to evaluate existing conditions, soil stability, access constraints, and local logistics prior to bid submission.
  • Quantity Takeoffs & Analysis: Perform precise digital takeoffs from civil drawings, specifications, and geotechnical reports utilizing HeavyBid and Bluebeam.
  • Risk & Local Market Assessment: Identify regional nuances, soil mechanics, dewatering needs, and state/local regulatory compliance for out-of-state projects.
  • Procurement Methods: Build winning, highly accurate proposals across diverse delivery methods, including RFP, IDIQ, RFQ, Unit Price, and Lump Sum contracts.
  • Subcontractor & Supplier Networking: Build and expand relationships with local subcontractors, equipment vendors, and material suppliers across multiple states.
  • Strategic Collaboration: Partner with Project Managers and Executive Leadership to conduct constructability reviews, evaluate productivity rates, and pitch value engineering solutions.

Qualifications & Requirements

  • Experience: 5+ years of dedicated civil/utility estimating experience focusing on wet utilities (water, sewer, stormwater) and water/wastewater treatment facilities.
  • Mobility & Willingness to Travel: Ability and willingness to travel regionally across state lines for site visits, pre-bid meetings, and client walkthroughs as needed.
  • Technical Scope Mastery: Deep understanding of heavy civil construction methods, soil mechanics, dewatering, trench safety, and underground excavation productivity rates.
  • Software Proficiency: Hands-on mastery of HeavyBid (or similar heavy civil estimating software), Bluebeam, and MS Office Suite.
  • Delivery Track Record: Proven success navigating municipal, state (DOT/Public Works), and private bidding environments across regional markets.
  • Education: Bachelor’s degree in Civil Engineering, Construction Management, or equivalent years of practical field/estimating experience.
