Job description

STATE PROFILE SUMMARY:  Supervises, guides, and/or instructs the work assignments of subordinate staff. Supervises the provision of real estate services for the settlement, acquisition, or condemnation of property for right of way. Negotiates and closes complex property settlements and appraisals.

 

JOB RESPONSIBILITIES:

       Researches and prepares replacement housing supplemental appraisals for displaced residential property owners and/or residential tenants for state DOT and local governments according to the Uniform Relocation Assistance and Real Property Acquisition and the Federal Register.

       Reviews and approves supplemental housing appraisals prepared by state relocation agents, various consultants, and local government agencies in the development and determination of benefits to be provided to displaced families.

       Prepares and reviews all required documents necessary for relocating a displaced residence or business and provides advisory assistance to each assigned displaced, state acquisition managers, various consultants, and local government coordinators.

       May manage consultants and procurement processes.

MINIMUM QUALIFICATIONS

The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications.

STATE ENTRY QUALIFICATIONS:

       Highschool diploma/GED; or four (4) years of job-related experience or State Registered Real Property Appraiser or State Certified Residential Real Property Appraiser and four (4) years of job-related experience; or one (1) year of experience at the lower level Right of Way Spec Spv 1 (REP023) or position equivalent.

 AGENCY SPECIFIC QUALIFICATIONS:

       Bachelor's degree in a related area from an accredited college or university OR Bachelor's degree from an accredited college or university and one year of related experience performing real estate services.

       Four years relocation experience in preparing, reviewing and/or making offers on a variety of complex relocation packages for state and federal projects and experience with establishment of relocation benefits and an understanding of the applicable Code of Federal Regulations.

       One year of experience at the lower level (REP022) or higher or comparable job duties.

       Completion of Groups A, B, and C Appraisal Curriculum or IRWA Groups A, B, and C AND  80 appraisal hours.

       Must have prepared, reviewed and/or made offers on a minimum of 15 relocation packages.

       State Registered Real Property Appraiser

AGENCY REQUIRED COMPETENCIES: (KSAs)

       Ability to read and comprehend Right of Way plans.  

       Ability to motivate and promote teamwork.

       Ability to lead people and get results through others.

       Ability to organize and manage multiple priorities.

       Problem analysis and problem resolution at both a strategic and functional level.

 AGENCY PREFERRED QUALIFICATIONS:

       Bachelor's degree from an accredited college or university as it relates to areas of: Real Estate, Business, Economics, Marketing, Finance, Accounting, Management, Statistics, Information Systems, Managerial Sciences, Risk Management, Insurance, Transportation, Transportation Planning, or Transportation Engineering.

       Advanced level of experience using T-Pro, ProjectWise and MLS.

       Knowledge with the Uniform Relocation Act, Eminent Domain processes and Right of Way Acquisition.

       Advanced level skills using Microsoft Office.

AGENCY PREFERRED COMPETENCIES: (KSAs)

       Ability to read and comprehend general correspondence and instructional material.

       Ability to recognize and interpret symbols, lines, and other information shown on plans, profiles and maps as related to simple right-of-way activities.

       Knowledge of real estate, property appraisal, or negotiation (e.g., acquired through experience or completion of formal courses in these areas).

IMPORTANT INFORMATION FOR ALL GDOT JOBS

Good Employment Standing:

In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing.  Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion).  In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation.  Please note that Memorandums of Concern are not considered disqualifying factors.  Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee's favor, he or she will be allowed to compete.
