About the Professional Licensing Agency:
The Indiana Professional Licensing Agency is seeking an individual to help protect the health and safety of the citizens of Indiana by providing quality, efficient service to all professional licensees, applicants, and the public. The fundamental purpose of this position is to provide administrative support to the board director, the licensing board/commissions, and to directly supervise the customer service representatives' projects across a broad scope of career opportunities. As a State of Indiana employee, you impact the well-being of Indiana's communities every day.
Role Overview:
Administers licensing, discipline, and policy functions of the Indiana State Board of Nursing. This includes day-to-day oversight of licensing processes, staff management, and coordination of the Board's disciplinary caseload. Incumbent is also a supervisor to 1 Assistant Board Director and 2 Education Consultants. The team also includes 7 Licensing Analysts who report to the Assistant Director.
Essential Duties/Responsibilities
  • Assumes ultimate responsibility for timely and appropriate execution of all functions performed by the case managers and Assistant Director including licensure, examinations, verifications, continuing education approval, litigation management, probation monitoring and other Board specific functions such as inspections and accreditation.
  • Oversee and direct administrative business and litigation before Boards and oversee and direct, in conjunction with Board/committee officers, all public meetings and proposed actions by assigned Boards.
  • Guide and assist Boards in policymaking and rule promulgation functions in cooperation with legal counsel and provide written and verbal feedback pertaining to proposed legislation and rule promulgation.
  • Formulate, establish, interpret, compile and disseminate to applicable agencies and organizations, all policies and procedures related to the assigned Boards.
  • Analyze all incoming legal, regulatory, policy or procedural information pertaining to assigned Boards/Commissions for decisions on action or distribution.
  • Serve as a liaison between Boards and agency and other State and Federal agencies, entities and organizations and represent Boards and Executive Director at various meetings of agencies or professional organizations.
  • Act as technical consultant to the entire staff, clarifying and interpreting all precedures, providing references and resolving disputed issues.

Job Requirements
  • Doctor of Jurisprudence strongly recommended. At least five (5) years experience in a field that provides familiarity with a related profession. Extensive knowledge of the organization of the agency and of material and references, including Federal and State laws and regulation governing Board operations.
  • Ability to comprehend, analyze, interpret and correlate technical material and make recommendations on agency and Board-specific policies and procedures
  • Ability to develop and implement new policies and procedures and discern any far-reaching implications
  • Ability to maintain effective working relationships with agency staff, Board members, Federal and State officials and agencies, state and national organizations and associations.
  • Ability to assess progress towards performance goals as established by Agency policies.
  • Must have strong organizational skills and the ability to prioritize work of staff and Boards
  • Ability to handle difficult situations with tact and diplomacy.
  • Must keep abreast of state and national legal, policy and practice developments pertaining to the assigned Boards' professions in particular as it may affect assigned Boards' functions and/or require action by Boards.

Salary:

A Day in the Life:
The essential functions of this role are as follows:
  • Plan, organize, direct, monitor, and participate in ongoing comprehensive development and implementation of specialized programs and development within the agency.
  • Determine, analyze, identify and implement long-range objectives and specifying the strategies, KPIs, and actions to achieve them.
  • Analyze operations to evaluate performance of the specific program or its staff in meeting objectives or to determine areas of potential cost reduction, program improvement, or policy change.
  • Interpret and explain in-depth and complex policies, rules, regulations, or laws to organizations, government or corporate officials, or individuals.
  • Develop and implement corrective action plans to solve organizational or departmental problems.
  • Prepare and present reports for approval, including those for funding or implementation of services to executive leadership.
  • Develop and oversee program financial or budget activities to fund operations, maximize investments, or increase efficiency.
  • Develop and monitor program requirements to ensure it meets federal and state policies and grants compliance.
  • Develop and supervise training of employees and consultants on program requirements and usage.
  • Develop, coordinator, and deliver communication plans and communications.
  • Preside over, or serve on, boards of directors, management committees, or other governing boards.
  • Recruit, select, onboard, and train employees to ensure role responsibilities and expectations are clearly understood while providing opportunities to continue professional development.
  • Set expectations, measure progress, provide ongoing feedback, and evaluate the performance of employees. Ensure work adheres to quality standards, deadlines, and proper procedures.

What You'll Need for Success:
The ideal candidate in this role should minimally have either
  • a Master's Degree and 7+ years of experience, or a Bachelor's Degree and 9+ years of experience, or
  • an Associate's Degree and 11+ years of experience, or
  • at least 13+ years of experience applying the below, outlined knowledge, skills, and abilities in a similar role.
  • Juris Doctor from an accredited law school is preferred.

You must meet the following requirements to be considered for employment:
  • Extensive knowledge of the principles, practices, and techniques of a broad area of training and education, including texts and materials developed in the field.
  • Thorough knowledge of the agency or institution's functions, operations, and purpose.
  • Considerable knowledge of experiential learning techniques.
  • Practical knowledge of laws, rules, and regulations governing mandated training within the agency.
  • Ability to develop, monitor and evaluate broad training programs.
  • Ability to plan and conduct seminars, workshops, and training sessions.
  • Ability to assemble training materials, including writing comprehensive manuals and assembling texts, films, slides, and characters.
  • Ability to establish effective and cooperative working relationships with trainees, other instructors, and the entire agency staff.
  • Effective communication skills.
  • Ability to keep current on new trends, philosophies, and available materials regarding adult education.
  • Ability to delegate work, set clear direction, and manage workflow.
  • Ability to effectively give feedback, provide guidance or corrective action, coach, and develop employee skill sets.
