Job Title: NCDOA - DevOps Engineer Full Stack Infrastructure & Application Administrator

Location: Hybrid (North Carolina)
Client: NC Department of Administration (NC DOA)
Duration: Contract
Work Schedule: Hybrid. Contractor must work onsite 2 days per week, eventually increasing to 3 days per week.

Short Job Description

NC Department of Administration (NC DOA) is seeking a highly skilled Full Stack Infrastructure & Application Administrator to support enterprise applications, SQL Server databases, Windows server environments, Azure cloud services, and application development activities. This position combines Server Administration, SQL Server Database Administration, Azure DevOps Administration, and ASP.NET Application Development responsibilities into a single role.

The ideal candidate will have experience administering Windows servers, managing SQL Server databases, supporting Azure-hosted and on-premises environments, maintaining secure application deployments, and working directly with business users to support mission-critical agency applications.

Key ResponsibilitiesServer Administration
  • Administer approximately 15 enterprise servers supporting application, database, web, and file/print services.
  • Manage Azure-hosted Development and QA environments.
  • Support DIT-hosted Production, Test, and Training environments.
  • Maintain externally hosted application servers.
  • Manage certificates, service accounts, and server security.
  • Support Windows Server refresh and migration projects.
Database Administration
  • Administer SQL Server databases across Azure and on-prem environments.
  • Maintain Production, Test, Training, Development, and QA databases.
  • Ensure database security, integrity, performance, and availability.
  • Support platform migrations including Windows Server upgrades.
  • Provide support for applications used by multiple state agencies and external vendors.
Application Development
  • Serve as Azure DevOps Administrator.
  • Manage Azure DevOps pipelines, boards, iterations, sprints, and work items.
  • Design, develop, and maintain ASP.NET web applications and utilities.
  • Support secure coding standards and deployment processes.
  • Maintain application reliability across cloud and on-prem environments.
Required Qualifications
  • 3+ years of Windows Server Administration experience.
  • 3+ years of SQL Server Database Administration experience.
  • Strong knowledge of Windows Server environments, migrations, certificates, service accounts, and multi-tier architectures.
  • Experience managing Development, QA, Test, Training, and Production environments.
  • Strong communication skills and ability to work directly with non-technical users.
Preferred Qualifications
  • 3+ years of Azure DevOps administration experience.
  • Experience with ASP.NET application development.
  • Experience supporting hybrid cloud environments including Microsoft Azure.
