Department OverviewThe Command Center Software and Services team delivers solutions and maintenance services to the public safety sector. We are committed to providing technology and tools which will allow customers to focus on their mission, and enable them to respond faster with smarter and safer decisions.

Job Description

Motorola Solutions is seeking a Senior Federal Software Program Manager to direct large-scale, enterprise software deployments and complex technology initiatives for federal government and public safety clients. In this high-visibility, remote role, you will hold end-to-end accountability for program governance, financial performance (P&L), cross-functional team leadership, federal compliance, and client satisfaction. You will act as both a trusted advisor to government stakeholders and a strategic partner to internal growth teams to shape competitive proposals and deliver mission-critical software solutions.

This is a fully remote position, with up to 50% travel to customer sites across North America. Preference for candidates based in Eastern/Central locations.

Key Responsibilities

Project Planning, Governance & Methodologies

  • Develops, manages, and implements the master project plan using automated project management tools, processes, and procedures.

  • Defines and measures the performance relating to achieving specific goals.

  • Utilizes best practice project management methodologies to ensure maximum project effectiveness.

  • Ensures designated standards and processes are followed for assigned projects.

Team Leadership & Internal Operations

  • Leads a multidisciplinary project team to achieve successful project completion.

  • Acquires and maintains a high level of understanding of relevant internal organizational workflows and practices.

  • Leads scheduling status reviews with team members to track current status against planned progress.

Stakeholder, Customer & Channel Management

  • Serves as the primary point of contact for customers, subcontractors, and internal staff for the project.

  • Establishes and maintains contact with customers and channel partners as relates to their specific projects.

  • Provides regular status updates.

  • Organizes and facilitates meetings with internal and external customers to ensure the achievement of project goals, milestones, and deadlines.

  • Interfaces with customers and related project managers and channels.

Financial & Business Oversight

  • Understands business implications on all projects.

  • Accountable for financial success on the projects. Maintains project budgets (labor and capital) and financial objectives (revenue, margin, and cash).

  • Analyzes project costs and leads cost status reviews with other team members and management to track current status against planned progress.

  • Responsible for monitoring & executing the change management plan per sold contracts.

Risk Management & Escalation

  • Provides ongoing assessment and mitigation plans of the risks associated with a project.

  • Alerts management of any problem(s) that could severely or adversely affect the project achievements; prepare a plan of action to resolve issues.

Preferred Qualifications

  • Education: Bachelor's degree in Computer Science, Engineering, IT, or Business Administration.

  • Experience: 8+ years of software project or program management experience delivering complex, large-scale software solutions. Experience leading federal government software contracts is strongly preferred; however, candidates with equivalent large-scale enterprise experience in Public Safety, Telecommunications, SaaS, or comparable highly regulated industries will be strongly considered.

  • Certifications: PMP in process or completed strongly preferred. Advanced program management or Agile certifications (e.g., PgMP, SAFe SPC/Release Train Engineer, CSM) are a plus.

  • Federal Acumen: Working knowledge of federal business, federal contracting practices or willingness to learn.

  • Competitive & Proposal Expertise: Demonstrated success contributing to proposal development, effort estimation, and win strategies for large federal procurements.

  • Technical & PM Tooling: Proficiency in enterprise PM platforms (Jira Align, Microsoft Project, Confluence, Asana) for large-scale telemetry and portfolio reporting.

Target Base Salary Range: $110,000 - $130,000

  • Bachelor's degree in Business, Communications, IT, Management, or Technology required OR 5+ years of experience working in an Engineering, Business Operations, or Project Management environment required.
  • Must be a U.S. citizen with the ability to obtain a Security Clearance as required by our government customers.
