Senior Project Manager – Water, Wastewater & Utilities (PM III / PM IV)

Position Overview

This is a high-impact opportunity for an experienced, PE-licensed Project Manager to own end-to-end delivery of water, wastewater, and utility infrastructure projects within a nationally recognized, full-service A/E firm. As a Senior Project Manager, you will be accountable for week-to-week project execution, managing scope, schedule, budget, quality, risk, client communication, and production team performance.

This role is ideal for a driven project leader who understands that strong project management is equal parts technical delivery, financial control, client trust, and team development. The PM III or PM IV level will be determined based on project management experience, revenue responsibility, team leadership scope, and ability to manage projects from start to finish. An Engineer III moving into the PM track will typically align toward the lower end of the range, while a proven Project Manager with full lifecycle project ownership, PM certification, $2M+ project experience, and 6–10 years of relevant experience may command the higher end. The goal is to identify someone who can grow toward Program Manager without outgrowing the role too quickly.

Core Responsibilities

  • Own overall project production, delivery, and client communication, including plans, design reports, technical specifications, and project deliverables
  • Build and maintain project plans incorporating scope, schedule, budget, milestones, forecasts, and resource needs
  • Manage assigned contracts, scope development, fee preparation, and Extra Work Authorizations (EWAs)
  • Track planned labor budgets versus actual labor burn and correct variances before they impact profitability
  • Create and maintain project schedules while ensuring alignment with financial reporting, ETCs, milestones, and EWAs
  • Lead production teams through weekly project reviews, task assignments, coaching, mentoring, and coordination
  • Serve as the assigned client's day-to-day contact while escalating strategic items to the Program Manager when needed
  • Coordinate architects, engineers, designers, consultants, subcontractors, permitting teams, and clients throughout project delivery
  • Prepare pre-bills, percentage-complete updates, billing notes, and support accounts receivable collections
  • Monitor labor charges, project financial performance, WIP, AR, direct labor multiplier performance, and project profitability
  • Identify scope creep early and promptly propose EWAs, ETCs, or scope adjustments
  • Maintain accountability for project QA/QC, safety compliance, Delegation of Authority requirements, and project documentation
  • Participate in business development activities, client meetings, presentations, and strategic account growth conversations
  • Support upsell and cross-sell opportunities while strengthening long-term client relationships
  • Develop junior staff, mentor project engineers, and contribute to building CPH's pipeline of future project managers

Required Qualifications

  • Education: Bachelor's Degree in Civil Engineering, Environmental Engineering, or related engineering discipline
  • Licensure: Active Professional Engineer (PE) license required
  • Experience: 5+ years of progressive professional experience within the A/E/C industry, preferably focused on water, wastewater, utilities, municipal infrastructure, or public works projects
  • Project Management: Proven experience managing project scope, schedule, budget, quality, risk, financial performance, and multidisciplinary teams
  • Client Management: Strong experience serving as a primary client contact and maintaining trusted client relationships
  • Project Controls: Working knowledge of ETCs, labor budgets, cost codes, EWAs, DLM, WIP, AR, billing coordination, and project financial performance
  • Software: Proficiency with Deltek VantagePoint, Smartsheet, or similar project management and financial platforms
  • Communication: Strong client-facing communication, negotiation, presentation, problem-solving, and relationship-building skills
  • Leadership: Ability to drive accountability, assign work clearly, mentor staff, and maintain team productivity
  • Transportation: Valid driver's license with clean driving record
  • Travel: Willingness to travel periodically for client meetings, business development, presentations, and project site visits

Preferred Qualifications

  • Licensure: Florida PE license or out-of-state PE with active Florida reciprocity application
  • Project Scale: Experience managing projects with $2M+ in project value or significant design fee responsibility
  • PM Track: PM certification, PMP certification, or demonstrated formal project management training
  • Market Expertise: Water treatment, wastewater treatment, pipeline, lift station, utility infrastructure, public works, or municipal engineering experience
  • Alternative Delivery: Experience with Design-Build, CMAR, Progressive Design-Build, or Public-Private Partnership delivery methods
  • Financial Tools: Proficiency in Power BI or similar financial reporting and project performance tools
  • Client Relationships: Existing relationships within the Florida municipal water/wastewater or utilities market
  • Leadership Growth: Interest in growing toward Program Manager-level responsibility within a structured leadership path
