Nature of Work
Under general supervision, performs work of moderate difficulty in Geographic Information Systems (GIS) management, including database design; ArcGIS Enterprise and ArcGIS Online administration; data maintenance; data analysis and interpretation; modeling support; application development; and project management. Performs other duties as assigned. Occasional after-hours work may be required to address urgent issues, perform system maintenance, or implement planned upgrades. Establishing and following best practices for user support and system changes is critical to maintaining operational efficiency. This position also requires close collaboration with other Information Technology support teams to ensure seamless integration and effective problem resolution across different technical areas.

This position requires onsite work for the first six months of employment with the option to move to a remote schedule with supervisor approval.
This position will require the successful completion of a Criminal Justice Information Services fingerprint and background clearance within 90 days of employment; this must be maintained throughout employment.
Typical Duties

  • Designs, develops, programs, and supports integrated GIS systems
  • Designs and implements custom web applications for internal and public use
  • Provides oversight and management for large projects
  • Utilizes various software and extensions to perform complex GIS analysis
  • Utilizes various programming languages related to GIS development
  • Works closely with GIS staff and departments to understand business needs, prepares technical specifications, and recommends options to stakeholders
  • Researches and implements new technologies and methodologies for GIS solutions in coordination with the GIS Manager; documents processes and procedures
  • Assists in administering server infrastructure within an ArcGIS Enterprise deployment

Essential functions include but are not limited to: sitting and performing repetitive hand and wrist motions for data analysis and computer work; working with other staff and county departments; working effectively in a remote office environment; and communicating in both routine conversation and technical presentations
Minimum Qualifications
Bachelor's degree in geography, urban planning, environmental science, or related field, and four years of progressively responsible experience with Geographical Information Systems, programming, systems analysis, or integration and management, OR

PREFFERED QUALIFICATION
Experience building and maintaining mapping applications using Esri's ArcGIS Desktop and online platforms; managing and administering spatial and non-spatial data within traditional and branch versioned SDE databases; and installing, configuring, customizing, administering, and maintaining an Enterprise GIS system, including ArcGIS Server, ArcGIS Portal, and ArcGIS Online.
Demonstrated ability to troubleshoot problems and develop both short-term and long-term solutions; to create and use automated processes with ModelBuilder, Python, and/or other automation tools; to manage multiple projects while meeting tight deadlines; to establish and maintain effective working relationships with a variety of individuals and groups; and to work collaboratively with GIS and IT peers. Ability to communicate effectively, both orally and in writing, with all levels of the organization, including conducting public presentations and GIS training. Skilled in Esri GIS products, including ArcGIS Enterprise 12.x, with the ability to create and maintain maps and map products; and perform extraction, transformation, and loading (ETL) of data from various internal and external sources into enterprise systems using scripting languages such as SQL or Python. Creative problem solver with a demonstrated willingness to take initiative and the ability to work independently.
The ideal candidate will contribute to the successful delivery of Enterprise GIS services and will have proven experience designing and deploying enterprise-wide solutions using the full ArcGIS Enterprise platform. This includes development and implementation of GIS tools, add-ins, and web-based applications; supporting the administration and configuration of Esri's enterprise deployment, including ArcSDE, ArcGIS Server, ArcGIS Portal, and ArcGIS Online; and creating customized geospatial solutions within ArcGIS Enterprise environments. This work relies heavily on application programming languages such as Python and Arcade within ArcGIS Pro and ArcGIS Online applications.
This position provides support to a variety of internal and external clients and offers a diverse range of daily work activities based on client needs. The candidate will be responsible for managing multiple projects simultaneously and must maintain high levels of professional conduct and work quality. Example duties may include designing, implementing, and debugging complex GIS-centric applications and database solutions; functioning as a database administrator; serving as an ArcGIS Online administrator; providing user training; and developing system documentation and instructional materials.
This position is exempt from overtime.
Knowledge, Skills and Abilities
Considerable knowledge of:
  • Strong knowledge of advanced GIS concepts, geoprocessing functions and techniques, and spatial database management procedures
  • GIS software such as ArcGIS Online, ArcGIS Server, ArcSDE, ArcGIS Pro, 3D Analyst, Spatial Analyst, and ArcGIS Portal
  • Esri's application development suite (Dashboards, Survey123, QuickCapture, Instant Apps, Experience Builder)
  • Advanced editing, digitizing, and data manipulation procedures for GIS; database design; and computer system design
  • Network concepts and testing procedures, backup and recovery procedures, and security processes
  • Demonstrated knowledge of GIS programming and scripting languages, including Python, SQL, JSON, HTML, and CSS
  • Comprehensive working knowledge of database concepts, including SQL Server RDBMS
