Job description

SpecPro Sustainment and Environmental (SSE) is seeking a Facility Space Planner to support the 50th Civil Engineer Squadron (50 CES) at Schriever Space Force Base (SSFB), Colorado.
The Facility Space Planner will provide facility space planning, management, utilization, and optimization support in accordance with Air Force Civil Engineer Center (AFCEC) guidelines. The position will support installation leadership, Real Property Accountability Officers (RPAO), tenant organizations, engineering staff, and community planners in optimizing existing facility space, supporting mission beddowns and relocations, and maintaining the Installation Facility Space Optimization Plan (FSOP).
Duties/Responsibilities:
  • Support installation-wide facility space management, utilization, and optimization activities.
  • Evaluate facility space requests and identify opportunities to utilize existing or underutilized facilities before pursuing new construction or additional leases.
  • Perform space utilization analyses using NexGen IT (TRIRIGA) and other Government-approved systems.
  • Maintain and update facility use data, facility category codes, personnel assignments, square footage allocations, and related space records.
  • Apply AFMAN 32-1084 facility requirements when evaluating space requests and facility authorizations.
  • Conduct facility utilization inspections and physical site audits to document current space use, personnel counts, utilization rates, and opportunities for consolidation or demolition.
  • Support development and maintenance of the Installation Facility Space Optimization Plan (FSOP).
  • Develop space optimization Courses of Action (COAs) supporting mission beddowns, unit relocations, facility consolidation, and lease reduction.
  • Coordinate with engineering staff, community planners, Real Property personnel, tenant organizations, and other stakeholders regarding facility space requirements.
  • Process ad-hoc space allocation requests and translate tenant requirements into actionable facility footprint solutions.
  • Prepare floor plan markups, utilization graphics, analytical summaries, and other presentation materials supporting Facilities Board Working Groups and Facilities Boards.
  • Compile and analyze facility space data and present recommendations regarding space utilization, authorizations, and allocations.
  • Maintain accurate records of personnel moves, mission realignments, facility category changes, and square footage reallocations.
  • Coordinate with AFCEC and GIS/GEOBASE personnel in developing Customer Authorization Worksheets (CAWs) identifying unit facility space authorizations and allocations.

Required Skills/Abilities:
  • Applicants must have U.S. citizenship - required.
  • Applicant must be able to successfully pass a National Agency Check w/Inquiries (NACI) - required.
  • Knowledge of facility space management, space utilization, and asset optimization principles and practices.
  • Ability to analyze quantitative and qualitative facility data and develop strategic space consolidation and optimization recommendations.
  • Proficiency in navigating and updating real property databases; experience with NexGen IT (TRIRIGA) is strongly preferred.
  • Ability to evaluate facility requirements and space authorizations using established Air Force criteria and guidance.
  • Ability to conduct facility inspections and document space utilization, personnel counts, and facility conditions.
  • Ability to develop and present space optimization Courses of Action (COAs) and recommendations.
  • Strong analytical, organizational, written communication, and presentation skills.
  • Ability to clearly communicate complex facility planning recommendations to installation leadership and other stakeholders.
  • Ability to obtain and maintain required installation and restricted-area access.

Education and Experience:
Candidates must meet one of the following minimum qualification paths:
  • Bachelor's degree in Urban Planning, Architecture, Interior Design, Facility Management, or a closely related field; OR
  • A minimum of three (3) years of equivalent experience specifically in facility space management and asset optimization.

Relevant experience must demonstrate:
  • Proficiency in navigating and updating real property databases, with NexGen IT strongly preferred.
  • Comprehensive skill in analyzing quantitative and qualitative facility data to develop strategic space consolidation plans.
  • Ability to clearly communicate complex planning decisions and recommendations to installation leadership.

Work Location:
  • Schriever Space Force Base, Colorado Springs, Colorado.
  • Position supports the 50th Civil Engineer Squadron and requires coordination with Government personnel, installation leadership, Real Property, engineering and planning personnel, and tenant organizations.
  • Work is primarily performed on-site at Schriever Space Force Base. Remote/telework is not anticipated.

Physical Requirements:
  • Ability to perform desk work for extended periods, including sitting and using a computer.
  • Ability to conduct facility inspections and access facilities throughout Schriever Space Force Base as required.
  • Ability to walk, stand, and navigate facilities and project areas during space utilization inspections.

Work Environment:
  • Work will primarily be performed in an office environment with periodic facility inspections and site visits.
  • Site visits may involve exposure to weather, construction activities, noise, uneven surfaces, and other typical facility or construction-site conditions.
