Summary
About the Position: Performs manpower management using analytical, statistical and management engineering techniques in the performance of Management Engineering Services, including analysis of organizations, manpower utilization and development of manpower guides for Headquarters, US Southern Command (USSOUTHCOM), Joint Task Forces, U.S. Military Groups (USMILGPs), Inter-American Defense College, and service component support elements.

  • Conducts comprehensive manpower and organizational studies using analytical, statistical, and management engineering techniques to analyze organizational structures and manpower utilization.
  • Advises senior leadership on optimal organizational structures and the allocation of manpower resources based on mission requirements, workload, and performance standards.
  • Reviews and analyzes various manpower documents, such as Tables of Distribution and Allowances (TDAs) and Unit Manning Documents (UMDs), and compiles reports using systems like the Joint Manpower Information System (JMIS).
  • Prepares, maintains, and staffs the Joint Manpower Program, coordinating manpower matters with the Joint Staff, Military Departments, and other defense agencies.
  • Adjusts manpower requirements in response to changes in mission, budget decisions, personnel limitations, and technological advancements.
  • Serves as the primary point of contact for the Fourth-Estate Manpower Tracking System (FMTS), managing the system for the command and its subordinate activities.
  • Prepares and processes manpower change requests for Joint Staff approval and performs quality control checks on all submitted and reviewed changes.
  • Originates, reviews, and interprets directives and policies related to manpower management.
  • Manages the compilation of informational data and maintains manpower criteria/standards files and authorization documents.
  • Develops and recommends priorities for manpower authorizations within resource limitations and assists in the development of command program priorities for the budget process.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Designated Tier 5, Special Sensitive (High Risk). Incumbent must obtain and maintain a Top Secret Security Clearance with Sensitive Compartmented Information (SCI) access as a condition of employment.
  • This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent must pass urinalysis testing, as required prior to appointment and periodically thereafter.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • Per DoDM 8140.03, non-software/AI cyber roles must meet: 1) Foundational requirements in 9 months, 2) Resident requirements in 12 months, and 3) 20 hours of Continuous Professional Development (CPD) per work role code (overlapping allowed).

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which experience includes performing comprehensive manpower management by applying analytical, statistical, and management engineering techniques to analyze organizations, study manpower utilization, and develop manpower guides; conducting on-site manning and organizational studies, which include work measurement, time and motion studies, and operational audits in accordance with the Joint Manpower Program (JMP). Experience in directing study teams, analyzing work processes, and advising senior leaders, up to the Combatant Commander, on optimal organizational structure and manpower allocation. Experience maintaining, and staffing the Joint Manpower Program, which demands continuous coordination with high-level personnel at the Joint Staff, military departments, and other defense agencies to adjust manpower requirements in response to unforeseen changes in mission, budget, and technology; and managing the Fourth-Estate Manpower Tracking System (FMTS), coordinating improvements, processing change requests for the Joint Staff, and performing quality control to maintain the command's official joint manpower database.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
