Description PROMOTIONAL ONLY This position is open to City of West Covina employees only. Candidates who are not current City employees will not be considered. Under general direction, plans, develops, and produces broadcast-quality videos; directs and assists with the transmission of live broadcasts and streaming; operates and maintains video, audio, and related equipment; advises professional and technical staff on the effective use of audio and visual devices; and performs related duties as required.

Examples of Duties ESSENTIAL JOB FUNCTIONS The duties listed below are examples of the work typically performed by employees of this class. Not all assigned duties may be listed. Oversees and directs the operation of audiovisual (A/V) equipment (PTZ cameras, microphones, sound mixer, Crestron, decoder/encoder, A/V switchers, etc.); edits, creates, duplicates, and stores digital video, audio, photo, and electronic presentation content (e.g., PowerPoint and MP4 files) for historical reference

Performs setup of A/V equipment (projectors, PA systems, microphones, podiums) and provides operational training for equipment users; records events using digital photography and/or basic video/audio techniques; films and directs on-location for internal and external productions. Produces multimedia aids such as digital video, audio, photographs, or PowerPoint presentations for use in public meetings, training sessions, and live or streaming broadcasts; determines appropriate video and audio locations for productions and photography. Conducts routine equipment checks and maintenance in the Council Chambers; maintains audio, video, and photographic equipment to ensure timely repairs and upkeep.

Designs and maintains an audio-visual library system; requisitions, issues, catalogs, controls, and stores A/V materials and equipment; evaluates and recommends the purchase of new A/V equipment as needed. Periodically captures high-quality photographs during City events and ceremonies throughout West Covina using cameras and drones in various formats; edits, digitizes, and/or print photographs as needed. Performs other duties as assigned.

Knowledge, Skills, and Abilities Knowledge of: Video and audio production methods, including camera operation, lighting, and sound recording. Operation and troubleshooting of A/V equipment such as PTZ cameras, microphones, mixers, projectors, switchers, and encoders/decoders. Video editing techniques and software, including Adobe Creative Cloud applications.

Live broadcasting and streaming practices. Digital photography and basic drone operation requirements. Media asset management and A/V inventory control.

Skill in: Operating and maintaining professional video, audio, and multimedia equipment. Filming, editing, and producing high-quality video content. Delivering reliable live and recorded broadcasts.

Conducting equipment setup, testing, and troubleshooting under time constraints. Organizing, cataloging, and storing digital media files. Communicating technical information clearly to users.

Ability to: Plan, coordinate, and independently execute media production projects. Set up and operate equipment for meetings, events, and field assignments. Capture and edit high-quality photos and video in varied environments.

Work a flexible schedule including evenings and special meetings. Lift and transport equipment up to 50 pounds. Prioritize tasks and work with minimal supervision.

Typical Qualifications Minimum Qualifications OPTION I: A bachelor's degree from an accredited college or university in Television and Film Communication, Digital Filmmaking and Video Production, Graphic or Commercial Arts, or a closely related field is highly desirable. OPTION II: Two (2) years of experience in video production, operating audio and video equipment, video editing, and working with Adobe Creative Cloud Suite software. OPTION III: Any combination of training and experience that provides the required knowledge, skills, and abilities is qualifying.

Experience in lieu of formal coursework will be considered. Preferred Experience Previous experience in local government is highly desirable. Licenses/Certificates A valid California Class C Driver's License with a satisfactory driving record is required.

SPECIAL REQUIREMENTS Must be available to work Tuesday evenings for City Council and Planning Commission meetings. Additional after-hours, special, or emergency meetings may be assigned as needed. The typical schedule is a 4/10 work shift from 7:00 a.m

to 6:00 p.m., Monday through Thursday, with the exception of Tuesdays or as adjusted for special meeting schedules. PHYSICAL DEMANDS AND WORKING ENVIRONMENT While performing the duties of this classification, employees are frequently required to sit, stand, walk, bend, stoop, crouch, and squat for extended periods in the performance of daily activities. The position involves both indoor and outdoor work and requires the ability to lift and transport equipment weighing up to 50 pounds

Incumbents may be exposed to moderate levels of dust, varying temperatures, noise, and inclement weather. The position may also require a flexible work schedule, including nights, weekends, and holidays. Employees must be able to work independently with minimal supervision and must be capable of opening and closing the City Council Chambers.
