The Air Force Civilian Service (AFCS) is looking for a Full-Time General Engineer-GS-0801-14 to work at NGB/A4FD, National Capital Region, DC Area.
The primary purpose of this position is to provide program direction and expert technical advice regarding all facilities and systems associated with the Civil Engineering Program.
NGB is seeking a Degreed Engineer for a high-visibility, non-supervisory GS-14 Program Manager based in the NCR. In this strategic position, you will serve as the lead technical authority driving the PPBE process to manage a 5-year, $2.3B program supporting Air National Guard installations across 54 states and territories. Operating from the NCR-the epicenter of national defense policy and steps from the Pentagon-you will navigate high-level congressional inquiries, advise on weapon system beddowns, and represent the Guard at major defense events, making this an unparalleled opportunity to influence nationwide defense infrastructure.
The ideal candidate is a highly skilled engineer with demonstrated experience in engineering programming, project planning, and execution within Operations and Maintenance (O/M) and Facility Sustainment, Restoration, and Modernization (FSRM) programs. They possess a strong understanding of facility lifecycle management, infrastructure investment planning, and the development and prioritization of engineering projects to support mission requirements. The successful candidate is analytical, detail-oriented, and capable of evaluating technical data, developing sound engineering solutions, and managing multiple priorities in a dynamic environment. They communicate effectively with diverse stakeholders, collaborate across multidisciplinary teams, and apply engineering principles to ensure projects are planned, programmed, and executed efficiently. This is a non-supervisory position requiring a self-motivated professional who can work independently while contributing to organizational objectives.
Salary Range is $143,913-$187,093.

DUTIES
• Serves as the ANG technical expert and consultant for all facilities and systems associated with the ANG Civil Engineering Program.
• Serves as the ANG technical expert and advocate for the ANG Sustainment, Restoration and Modernization (SRM).
• Senior expert and technical consultant for facilities Anti-Terrorism/Force Protection (AT/FP) issues.
• Technical expert for MILCON and Congressional additions to the ANG MILCON budget. Works closely with the ANG ISP, unit commanders, The Adjutants Generals (TAGs) of states and Congressional staff in determining, identifying shortfalls and new mission requirements for MILCON projects within the ANG.
