***THIS IS A TITLE 32 NATIONAL GUARD POSITION THAT REQUIRES MILITARY MEMBERSHIP***
This position is located in the Military Personnel Office (MILPO) of the Army National Guard. The purpose of this position is to serve as the final reviewer and procedural authority of personnel actions submitted to the MILPO by lower echelons. Work is to be performed in one or more of the following work areas: Officer or Enlisted Personnel Management (OPM, EPM); Retirement Points Accounting Management (RPAM); Selected Reserve Incentive Program (SRIP); Montgomery G.I. Bill; Line of Duty (LOD) investigations; Standard Installation and Division Personnel System (SIDPERS) ); Physical Disability Evaluation System (PDES) to include MEB/PEB; Incapacitation Pay (INCAP); Mobilization (MOB)/Demobilization (DEMOB); Military Medical Support Office (MMSO); Community Based Health Care Organization (CBHCO); and Warrior Transition Unit (WTU); Active Duty Medical Extensions (ADME); Medical Retention Processing 2 (MRP2); Soldier Readiness Processing (SRP).
Serves as a final reviewer or processor of actions, which may include but are not limited to: Research and draft responses to Legislative and IG inquiries, Evaluation Reports (NCOER/OER), accessions, promotions, reductions, discharges, transfers, separations, boards, evaluations, Simultaneous Membership Program (SMP), promotion eligibility, retirement eligibility, and actions that affect eligibility of educational or incentive benefits as well as sensitive, complex cases, which involve: allegations of inequitable, prejudiced, or similar treatment (e.g. issues of fraudulent enlistment or assignment; removal of military member from active or inactive status). Performs complete review of records and other case documentation to ensure that they are procedurally correct, complete, and documentation is sufficient for action being taken and that all levels of legal, medical, pay and administrative review have been completed.
Researches and obtains all necessary, relevant information regarding cases and issues and provides explanations and interpretations of rules, regulations, procedures, and requirements pertaining to actions taken or recommended. Forwards cases to the appropriate action officer for final review and decisions.
Provides support to maintain a variety of automated systems and interfaces used to manage service members both locally and statewide. Reviews transaction reports from previous days inputs for errors, corrects inaccurate data, and resubmits transaction for update to Defense Finance and Accounting Service (DFAS) and local databases.
Participates in unit Soldier Readiness Processing (SRP), and in organizational inspection program. Provides counseling to service member on available benefits; accuracy of the emergency data and contact information and the accuracy of the DEERS/RAPIDS (Defense Enrollment Eligibility Reporting System/Realtime Automated Personnel Identification System) information; and allows the service member to perform a general review of their record.

• This is an excepted service position that requires membership in a compatible military assignment in the Michigan Army National Guard, required prior to the effective date of placement.
• Selectee will be required to wear the military uniform.
• Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
• Applicants who are not currently a member of the Michigan Army National Guard must be eligible for immediate membership and employment in the Michigan Army National Guard in the military grade listed in this announcement.
• Males born after 31 December 1959 must be registered for Selective Service.

• Must have a valid civilian driver's license.

MILITARY GRADE: E4-E7
Selectee(s) must be within the military grade(s) listed in this job announcement prior to the effective date of placement into the technician position to ensure to avoid grade inversion, as determined by the Human Resources Office (HRO). Technicians will not be militarily senior to their full-time supervisor or wage leader (Grade Inversion). Enlisted members currently at a higher grade than allowed by the position (see Military Grade Requirement above) may apply; however, they must administratively reduce prior to appointment and provide confirmation of the reduction to HRO.
GENERAL EXPERIENCE:
Progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position with experience using computer and automation systems.
SPECIALIZED EXPERIENCE:
12 months extensive knowledge of the requirements, objectives, practices, and unique aspects of the assigned program area, enabling effective guidance to lower-graded personnel and subordinate organizations. They demonstrate proficiency in relevant automation systems and understand how these systems interact with other personnel platforms. The applicant is well-versed in military personnel administration, policies, regulations, and procedures, with the ability to interpret and apply governing guidance to conduct thorough reviews of records and case documentation, identify discrepancies, and recommend appropriate solutions. They understand the documentation and review requirements necessary for proposed personnel actions, ensuring accuracy, sufficiency, and completion of all legal, medical, and administrative processes. The applicant works cooperatively with others to obtain necessary information, complete case processing, and clearly explain decisions or recommendations. They possess strong skills in compiling information, preparing reports, planning, and organizing work, supported by a solid understanding of military organizational structures, duties, responsibilities, and protocol.
QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
