Job description

Position Summary

The Software Developer 3 is a senior-level position responsible for developing and supporting the underlying software system used to track proposals for the LDRD program. This role will support the modernization of an existing monolithic system by breaking the application into microservices using Java and the Spring framework, while developing and enhancing front-end functionality using Angular. The successful candidate will have a strong background in Java and Spring development and will collaborate with Project Managers, Project/Program Specialists, Software Developers, and other team members to improve the system’s functionality and usability. Experience with newer versions of Angular, MySQL, GitLab, and containerization technologies such as Podman or Docker is highly desirable.


Essential Duties and Responsibilities

  • Write and support the underlying system used for tracking proposals that come into the LDRD program.
  • Provide temporary software development support to get the system up and running and support ongoing project needs.
  • Support the modernization of a monolithic system developed over the past decade by breaking the application into microservices using Java and the Spring framework.
  • Develop and maintain application functionality using Angular and AngularJS, with an emphasis on newer versions of Angular.
  • Split up and modernize the existing application to improve functionality and usability.
  • Develop and support backend application components using Java and the Spring framework.
  • Work with MySQL databases in support of application development and functionality.
  • Use GitLab repositories for source code management and development activities.
  • Support containerization using Podman and/or Docker.
  • Collaborate with a team of approximately 11–12 Project Managers, Project/Program Specialists, Software Developers, and other personnel who run and support the program together.
  • Participate in software development and code review processes as they are established; Fisheye may be used for code review in the future.
  • Develop technical documentation and collaborate with project teams, stakeholders, and customer representatives to support project objectives.
  • Maintain accurate documentation and records related to job functions.
  • Collaborate with internal departments and external partners, as necessary.
  • Ensure compliance with all applicable safety standards, company policies, security requirements, and regulatory requirements.
  • Protect confidential information, classified information, and intellectual property in accordance with applicable requirements.
  • Promptly report unsafe conditions, equipment issues, or incidents to management.
  • Participate in required training sessions and safety briefings.
  • Perform other duties as assigned to meet operational needs.


Required Qualifications

  • Bachelor's degree in Computer Science, Information Technology, Engineering, or a related field.
  • Minimum of five (5) years of directly applicable experience.
  • Strong background and hands-on experience in Java software development.
  • Strong experience with the Spring framework.
  • Experience with newer versions of Angular.
  • Experience using Git-based repositories, including GitLab.
  • Knowledge of containerization using Podman and/or Docker.
  • Ability to work with confidential information, classified information, and intellectual property.
  • Ability to obtain and maintain unescorted access and A-Level access.
  • Strong verbal and written communication skills.
  • Demonstrated ability to work independently and as part of a team.


Preferred Qualifications

  • Experience with both newer versions of Angular and AngularJS.
  • Experience with MySQL databases.
  • Java and/or Spring certifications.
  • Experience breaking up monolithic applications into microservices.
  • Experience with the Spring platform and microservices-based application development.
  • Experience using Podman or Docker for containerization.
  • Current or previous Q Clearance.
  • Experience supporting software development projects within DOE, federal government, or other secure environments.
