An Optimum Technology Lead Program Manager drives complex, cross-functional technology programs that enable business growth, operational excellence, and customer experience improvements. This role owns end-to-end program outcomes across software delivery, network technologies (DOCSIS, Wi-Fi, 5G), and/or technology-enabled business operations.
The Lead Program Manager operates at a portfolio and value-stream level-aligning strategy, investment, and execution-while leading Agile delivery across multiple teams. This role partners closely with Engineering, Product, Architecture, Finance, and Operations to ensure technology solutions deliver measurable business value.
Location: Bethpage, NY, Plano, TX, or remote
Key Responsibilities
Portfolio Leadership
• Own a major program comprising multiple initiatives and technical & operational delivery teams
• Empowered to recommend sequencing, re-prioritization, or de-scoping of initiatives based on delivery performance, financial health, and value realization, in partnership with Product, Architecture and Finance
• Translate business strategy into integrated technology roadmaps and execution plans
• Manage sequencing, dependencies, and tradeoffs across initiatives to optimize value delivery
• Track and drive benefits realization, outcomes, and adoption metrics
Program Execution & Agile Delivery
• Lead end-to-end program lifecycle from intake and funding through delivery and stabilization
• Oversee the alignment of multiple Agile teams using Scrum, SAFe, or hybrid delivery models
• Ensure consistent delivery quality, cadence, and transparency across teams
• Proactively manage risks, dependencies, and cross-team impediments
• Measure and report on delivery health and remediation plans throughout the lifecycle of the Program Financial & Investment Management
• Own program-level financials including budget, forecast, and milestone-based funding
• Partner with Finance and leadership to support investment decisions and re-prioritization
• Monitor financial health, delivery performance, and ROI throughout the program lifecycle Technical & Domain Leadership
• Serve as a trusted technology partner with deep understanding of assigned domains (e.g., software platforms, APIs, cloud, DOCSIS, Wi-Fi, mobile/5G)
• Collaborate with Architecture and Engineering to ensure solutions are scalable, secure, and aligned to enterprise standards
• Balance technical constraints with business priorities
Stakeholder & Executive Engagement
• Act as the primary point of accountability for program status, outcomes, and risks
• Effectively use storytelling to articulate program prioritization, business impact, and initiate change management
• Prepare and deliver executive-level communications, including roadmap updates and investment insights
• Facilitate decision-making forums and governance reviews
Team & Capability Leadership
• Mentor and coach Project Managers and Coordinators
• Promote Agile, outcome-driven delivery practices
• Drive continuous improvement in program governance, delivery efficiency, and operating models
Typical Qualifications
Education
• Bachelor's degree in Computer Science, Engineering, or related field
• Master's degree or MBA preferred
Experience
• 8+ years in technology delivery, engineering, or program management
• 3+ years leading large, complex programs or value streams
• Experience in telecommunications, broadband, cable, or mobile technologies strongly preferred
Technical & Domain Knowledge
• Software delivery and/or network technologies (DOCSIS, Wi-Fi, PON, LTE/5G)
• Cloud platforms, DevOps, APIs, SDN/NFV
• Strong systems thinking across platforms and products
Delivery & Financial Acumen
• Advanced experience in Agile, Scrum, and/or SAFe environments
• Demonstrated experience owning multi-initiative program budgets including proven ability to
manage budgets, forecasts, milestones, and investment tradeoffs
• Experience supporting or leading: investment prioritization; tradeoff decisions across initiatives;
reallocation of funding based on performance
• Experience presenting financial narratives to executives
• Comfortable operating in matrixed, fast-changing environments
