Job Description
The Deputy Program Manager (DPM) serves as the second-in-command and principal assistant to the Program Manager (PM) for a complex, high-visibility IT program. The DPM provides daily operational oversight, technical leadership, and staff supervision across multiple task areas and project teams. This role ensures continuity of program operations, supports contract compliance, manages program deliverables, and acts on behalf of the PM as required.
The DPM works closely with Government stakeholders, technical leads, subcontractors, and corporate leadership to ensure high-quality performance, financial integrity, and mission success across all contract activities.
Key Tasks & Responsibilities
  • Program Leadership
  • Assist the Program Manager in planning, executing, and managing all aspects of program performance across multiple projects and locations.
  • Serve as the acting PM in the PM's absence, with full delegated authority for operations, customer engagement, staffing, and contract compliance.
  • Lead daily operations, ensuring efficient coordination across engineering, operations, cybersecurity, service desk, and other workstreams.
  • Support preparation of executive-level briefings, technical presentations, and contract deliverables.
  • Program & Operations Management
  • Organize, direct, and coordinate planning and production of all contract support activities.
  • Support development, implementation, and maintenance of:

  • Technical Oversight
  • Provide subject matter expertise across engineering, operations, infrastructure, cybersecurity, and service management domains.
  • Contribute to the development of the IT Infrastructure Detailed Design Document and advanced documentation related to:
  • Troubleshooting methodologies
  • Vulnerability management
  • System and network optimization
  • Software distribution and reporting
  • Infrastructure monitoring
  • Support evaluation of new technologies and process improvements to optimize mission outcomes.
  • Conduct or assist with cost-benefit analyses, risk analyses, performance evaluations, and total-cost-of-ownership (TCO) assessments.
  • Staff Supervision & Workforce Management
  • Lead, supervise, and mentor technical and administrative staff across multiple task areas.
  • Manage manpower utilization, training, performance assessment, and workforce optimization.
  • Support recruiting, onboarding, and retention activities in coordination with corporate HR.
  • Provide guidance to technical teams, ensuring alignment with program objectives and contract requirements.
  • Customer, Stakeholder & Corporate Coordination
  • Maintain regular communication with Government stakeholders, serving as a primary liaison for issue resolution and program coordination.
  • Ensure professional, timely, and accurate responses to Government inquiries and tasking.
  • Coordinate with internal corporate functions (HR, recruiting, finance, compliance) to support program operations and reporting.
  • Contribute to customer satisfaction tracking, complaint resolution, and quality assurance programs.
  • Required Skills & Experience
  • Demonstrated leadership in DoD or federal agency programs of similar size, scope, and complexity.
  • Experience leading large IT teams (40+ personnel) across diverse functional areas.
  • Strong background in operations that include user systems, integration, training, and multi-skilled technical environments.
  • Experience in quality assurance environments involving customer satisfaction tracking, QC programs, and continuous improvement.
  • Demonstrated success presenting to senior Government officials and executive stakeholders.
  • Proven abilities in financial analysis, cost management, budgeting, and resource allocation.
  • Strong knowledge of WBS development, project planning, scheduling, and structured project controls.
  • Experience evaluating configuration alternatives, including technical, cost, and risk impacts.
  • Experience performing business decision analyses, including cost-benefit analyses and major IT infrastructure assessments.
  • Hands-on experience conducting and interpreting Total-Cost-of-Ownership (TCO) analyses and using TCO tools.
  • Functions as a technical expert across multiple program areas.
  • Independently performs all functional duties associated with high-visibility or mission-critical activities.
  • Leads major technology assignments and recommends strategic improvements.
  • Supervise personnel and oversee the activities of all staff assigned to specific tasks.
  • Internal Coordination & Continuous Improvement
  • Partner with corporate functions for staffing, budgeting, reporting, compliance, and workforce management.
  • Maintain and update internal program documentation, and compliance materials.
  • Identify efficiencies and drive continuous improvement initiatives across program operations.
  • Promote a culture of operational excellence, accountability, and innovation.

Education & Experience
  • Minimum Education
  • Bachelor's degree required.
  • MA/MS degree preferred.
  • Minimum General Experience
  • Eight (8) years of progressive experience in project management, program management, or a closely related IT management discipline involving oversight of large, complex, multi-site programs

Certifications
  • Project Management Professional (PMP) or equivalent - REQUIRED
  • Relevant commercial certifications (e.g., ITIL, Agile, CISSP, CSM) - desired
  • Must maintain all mandatory certifications

Security Clearance
  • Must be a U.S. Citizen.
  • Selective Service registration required (if applicable).
  • Top Secret Security Clearance required
  • Must maintain fitness and eligibility for national security positions
