Job description

Primary Purpose
Responsible for Contract Team support and administration while following established Parkland policies and procedures. This is an on-site position with limited work from home days (20%)
Minimum Specifications

  • Education


Requires a bachelor's degree in business administration or a related field.

Experience

  • Must have three (3) years of procurement or contracting experience.
  • Prefer experience in healthcare procurement.
  • Prefer contract administration and/or negotiation background experience.


Equivalent Education and/or Experience

  • May have an equivalent combination of education and/or experience in lieu of specific education and/or experience as stated above.


Certification/Registration/Licensure

  • None


Required Tests for Placement

Skills or Special Abilities

  • Must be proficient in word processing, spreadsheet, and database management software packages. Advanced expertise in Microsoft Excel software is required. Prefer knowledge in Microsoft Access software and SQL programming language.
  • Must be able to organize and work effectively with others.


Responsibilities

  • Serves as a technical administrator with responsibilities to develop and maintain department databases.
  • Maintains a SQL relational database of current contractual efforts and status for Parkland and Parkland affiliates to ensure compliance with Parkland policies and procedures. Utilizes the database to report on the status of all contractual acquisition efforts and metrics. Tasks will include the following:
  • Importing/Exporting of Data (Excel, MS Access, SQL databases)
  • Converting Excel/MS Access to SQL
  • Auditing
  • Technical documentation
  • Interaction with SQL DBA and Reporting Teams
  • Manages the Requisition Reassignment process to ensure that requisitions sent to Contracts are assigned to appropriate staff and the resulting project is appropriately tracked in the established systems.
  • Supports contract review and approval process with the Parkland Board of Managers through the following:
  • Manage the flow of documents, reviews, and revisions to produce the required deliverables
  • Ensure that the required information is documented and correct
  • Maintain a database of board document information and provide monthly reports to the CFO
  • Manage the processes for Approved Deviations and Ratifications
  • Coordinates submission of appropriate contractual agreements to the Dallas County Commissioners Court as appropriate.
  • Supports all current and expired contracts and agreements involving Parkland to ensure compliance with Parkland policies and procedures. Utilizes database to initiate renewal process of contracts and agreements prior to expiration, as/if needed.
  • Responds to requests for documentation as a result of protests or Public Information Act inquiries.
  • Creates reports for all Sole Source contracts and After the Fact transactions for presentation to the Parkland Board
  • Maintains a working knowledge of all Supply Chain software, including Jaggaer/Contracts+, Infor, and Lumere or other software as implemented.
