Job description

BLUEHAWK is seeking a highly motivated Mid-Level Recruiter to support full-cycle recruiting efforts for mission-critical Department of Defense (DoD) and Intelligence Community (IC) programs. The recruiter will be responsible for identifying, engaging, qualifying, and hiring highly cleared professionals supporting active contracts and competitive proposals.

The ideal candidate possesses experience recruiting for cleared positions requiring TS/SCI and TS/SCI with Polygraph clearances, demonstrates strong sourcing capabilities, and thrives in a fast-paced, deadline-driven environment. This individual will partner closely with Recruiting Leadership, Program Managers, Business Development, and Security to ensure qualified candidates are identified and onboarded efficiently.


Full-Cycle Recruiting
  • Manage the full recruitment lifecycle from requisition intake through offer acceptance and onboarding.
  • Source, recruit, interview, and qualify candidates for technical, intelligence, cyber, engineering, and operational positions supporting DoD and IC customers.
  • Develop and maintain a robust pipeline of active and passive candidates for both funded and proposal opportunities.
  • Conduct structured phone interviews to evaluate technical qualifications, mission experience, clearance eligibility, and overall candidate fit.
  • Present qualified candidates with detailed hiring recommendations to recruiting leadership and program teams.
Candidate Sourcing
  • Utilize LinkedIn Recruiter, CareerJunction, ClearanceJobs, Indeed, referrals, Boolean/X-Ray searches, networking, and professional associations to identify talent.
  • Build talent pipelines for recurring labor categories and key personnel positions.
  • Develop creative sourcing strategies for difficult-to-fill cleared positions.
Proposal Recruiting
  • Support proposal staffing efforts by identifying and securing contingent candidates before proposal submission deadlines.
  • Coordinate Letters of Intent (LOIs), contingent offers, and proposal documentation.
  • Maintain communication with candidates throughout the proposal lifecycle.
Candidate Management
  • Maintain consistent communication with candidates throughout the recruiting process.
  • Accurately document candidate activity within the Applicant Tracking System (ATS).
  • Coordinate interviews between candidates, hiring managers, and customers.
  • Extend verbal offers and manage offer negotiations in collaboration with Recruiting Leadership.
Collaboration
  • Partner with Program Managers, Capture Managers, and Business Development teams to understand staffing priorities.
  • Coordinate with Security to verify clearance eligibility and onboarding requirements.
  • Work closely with HR to facilitate a smooth onboarding process.
Recruiting Metrics
  • Meet or exceed established recruiting activity goals, including:
    • Daily sourcing and outreach activity
    • Candidate screenings
    • Qualified submissions
    • Interviews scheduled
    • Offers accepted
    • Positions filled
  • Maintain recruiting trackers and provide weekly status updates on assigned requisitions.

  • Bachelor's degree or equivalent professional experience.
  • 3–6 years of full-cycle recruiting experience.
  • At least 2 years recruiting for DoD, Federal Government, or Intelligence Community programs.
  • Experience recruiting candidates with Secret, TS/SCI, and TS/SCI with Polygraph clearances.
  • Experience using Applicant Tracking Systems (ATS) and recruiting databases.
  • Strong sourcing skills using LinkedIn Recruiter, ClearanceJobs, Boolean, and X-Ray search techniques.
  • Excellent verbal and written communication skills.
  • Ability to manage multiple requisitions simultaneously while meeting aggressive deadlines.

Preferred Qualifications
  • Experience supporting proposal recruiting and capture efforts.
  • Knowledge of Intelligence Community labor categories and customer organizations such as DIA, NSA, NGA, INSCOM, DCSA, SOCOM, CENTCOM, TRANSCOM, and Combatant Commands.
