The anticipated salary range for this role is between $214,000.00ย and $255,000.00. The specific salary offered to an applicant will be based on their individual qualifications, experiences, and an analysis of the current compensation paid in their geography and the market for similar roles at the time of hire. The role may also be eligible for an annual discretionary incentive award. In addition to cash compensation, SMBC offers a competitive portfolio of benefits to its employees.

Role Description

Lead and build-out the management of a high-performing Portfolio Management Office for Capital Markets Technology. This role is responsible for establishing governance, portfolio management, delivery standards, financial oversight, and executive transparency across a complex global technology organization.
This is not a traditional PMO role. We are seeking a senior leader who has successfully built delivery organizations before, can influence at executive levels, navigate complex organizational dynamics, and drive accountability across highly matrixed teams.

Role Objectives

Build the Portfolio Management Office
ย  ย Design and implement the operating model, governance framework, reporting standards, and delivery disciplines.
ย  ย Establish scalable processes for portfolio management, prioritization, planning, financial management, and risk oversight.
ย  ย Build credibility for the Portfolio Management Office as a trusted advisor to senior leadership.
Portfolio Governance & Executive Engagement
ย  ย Lead portfolio reviews, steering committees, and executive governance forums.
ย  ย Provide transparency into delivery status, risks, dependencies, capacity, and investment decisions.
ย  ย Drive alignment across Technology, Business, Operations, Risk, Finance, and Control functions.
Delivery Excellence & Accountability
ย  ย Improve execution discipline across Capital Markets programs, projects, and strategic initiatives.
ย  ย Ensure clear ownership, effective escalation, and proactive risk management.
ย  ย Establish standards for planning, reporting, forecasting, dependency management, and benefits realization.
Financial & Resource Management
ย  ย Oversee portfolio budgets, forecasts, investment tracking, contractor spend, and resource planning.
ย  ย Support prioritization and funding decisions through data-driven analysis and governance.
Leadership & Organizational Influence
ย  ย Partner with senior Capital Markets executives to resolve complex delivery challenges and organizational barriers.
ย  ย Operate effectively in politically complex environments, influencing outcomes without direct authority.
ย  ย Build and develop a high-performing team while raising delivery maturity across the Capital Markets Technology organization.

Qualifications and Skills

ย  ย 15+ years leading enterprise technology delivery, PMO, portfolio management, or transformation functions.
ย  ย Demonstrated experience building or transforming PMO, Portfolio Management, or Delivery Office organizations.
ย  ย Strong executive presence with experience engaging senior leadership and steering committees.
ย  ย Proven ability to influence stakeholders and drive change in complex, matrixed organizations.
ย  ย Experience with financial governance, portfolio planning, investment management, and delivery oversight.
ย  ย Deep understanding of capital markets and investment banking technology environments.
ย  ย Experience leading global teams across multiple regions.

A seasoned delivery executive who has built portfolio management organizations in a Capital Markets environment before, understands how to create structure and accountability at scale, and can successfully navigate the organizational and political realities of a large financial institution. This individual is a builder, influencer, and operator who can establish lasting delivery capabilities while serving as a trusted partner to senior leadership.
