Position Summary

The Project Manager, Turnaround and Small Capital Projects, is responsible for managing the full lifecycle of turnaround activities and small capital projects within manufacturing, industrial, energy, chemical, or related operations. This role coordinates cross-functional teams, contractors, and stakeholders to deliver projects safely, on time, within budget, and in alignment with business objectives. The Project Manager serves as the primary point of accountability for project planning, execution, risk management, and performance reporting.

Key Responsibilities

Turnaround Planning and Execution

  • Manage all phases of turnaround projects, including scope development, planning, scheduling, execution, and closeout.
  • Coordinate with Operations, Maintenance, Engineering, Procurement, and contractors to prepare and execute turnaround activities.
  • Develop detailed turnaround schedules, resource plans, and cost estimates.
  • Facilitate scope challenge and prioritization meetings to ensure critical work is identified and executed.
  • Monitor turnaround progress and implement corrective actions to address schedule or cost deviations.
  • Lead post-turnaround reviews and capture lessons learned for continuous improvement.

Small Capital Project Management

  • Manage multiple small capital projects from concept through commissioning and handoff to operations.
  • Develop project charters, execution plans, budgets, schedules, and risk assessments.
  • Coordinate engineering design, procurement, construction, startup, and project closeout activities.
  • Ensure projects meet technical specifications, quality standards, and operational requirements.
  • Evaluate project alternatives and provide recommendations to optimize cost, schedule, and performance.

Budget and Cost Management

  • Develop and manage project budgets, forecasts, and expenditure tracking.
  • Monitor project costs and identify risks or opportunities affecting financial performance.
  • Prepare capital authorization requests, project justifications, and status reports.
  • Ensure effective management of contractor and vendor costs.

Safety and Compliance

  • Promote a strong safety culture and ensure compliance with company safety policies and regulatory requirements.
  • Lead project risk assessments, job safety analyses, and pre-job planning activities.
  • Monitor contractor performance and adherence to safety expectations.
  • Ensure environmental and regulatory compliance throughout project execution.

Stakeholder Management

  • Serve as the primary point of contact for project stakeholders.
  • Communicate project status, risks, milestones, and performance metrics to leadership.
  • Facilitate project meetings and ensure alignment across cross-functional teams.
  • Build and maintain strong relationships with operations, maintenance, engineering, and external partners.

Continuous Improvement

  • Identify opportunities to improve turnaround execution, project delivery processes, and asset reliability.
  • Apply project management best practices and lessons learned to future projects.
  • Support development and implementation of standardized project management methodologies.

 

Required Qualifications

  • Bachelor's degree in Engineering, Construction Management, Project Management, or a related technical field.
  • 5+ years of experience managing industrial projects, turnarounds, shutdowns, maintenance outages, or capital projects.
  • Experience managing multiple projects simultaneously in a manufacturing, chemical, energy, refinery, or industrial environment.
  • Strong understanding of project controls, budgeting, scheduling, and contractor management.
  • Experience using project scheduling software such as Primavera P6 or Microsoft Project.
  • Project Management Professional (PMP) certification.
  • Experience with turnaround management processes and best practices.
  • Knowledge of reliability and maintenance methodologies.
  • Lean, Six Sigma, or Continuous Improvement experience.
  • Experience with Management of Change (MOC) processes.

 

Work Environment

This position may require work in office, shop, and customer field environments, including industrial plants, refineries, petrochemical facilities, power plants, pipeline facilities, and manufacturing sites. The role may require travel, extended hours, weekend support, and emergency response availability based on business and customer needs.
