The Opportunity:
CACI is seeking a full-time, detail-oriented Procurement Specialist to serve as a Simplified Acquisition Procedures (SAP) Preparer for the Fabrication & Technical Support Division (Code 62) on-site at the Naval Surface Warfare Center, Carderock Division in Bethesda, MD. This role is critical in maintaining the tempo of the divisions acquisition lifecycle, supporting technical end-users, and ensuring compliance with federal regulations. The ideal candidate will bridge the gap between technical requirements and procurement execution, leveraging modern Artificial Intelligence (AI) tools to optimize drafting, research, and organizational workflows while maintaining strict data security standards.
Responsibilities:
  • SAP Package Preparation: Manage a high volume of Simplified Acquisition Procedure actions from inception to completion, ensuring all packages meet mission deadlines and compliance standards.
  • Technical Liaison & Coordination: Collaborate with Subject Matter Experts (SMEs) to translate complex technical needs into standardized Statements of Work (SOW) and Performance Work Statements (PWS).
  • Regulatory Support: Conduct targeted research into FAR Part 13 (Simplified Acquisition Procedures) to ensure all procurement actions adhere to current federal guidelines and agency protocols.
  • Market Research & Documentation: Identify viable vendors and commercial pricing; draft critical procurement documents including Requests for Quotes (RFQs), Price Reasonableness Determinations (PRDs), and Justifications for Other Than Full and Open Competition (JOFOC).
  • AI Workflow Optimization: Utilize authorized AI tools to streamline the drafting of document templates and the categorization of market research data, significantly increasing individual output and efficiency.
  • Stakeholder Management: Provide regular status updates to both technical teams and senior business office personnel, ensuring transparency throughout the acquisition process.

Qualifications:
Required:
  • Citizenship: Must be a U.S. Citizen
  • Clearance: Ability to obtain and maintain a Secret security clearance
  • Education: B.S Business Administration/Management, Supply Chain Management/Procurement, or similar
  • High-Tempo Execution: Proven ability to prioritize tasks in a fast-paced, deadline-driven environment without sacrificing accuracy.
  • Regulatory Knowledge: Willingness and aptitude to research and apply FAR Part 13 and other relevant acquisition regulations.
  • Strong Documentation Skills: Proficiency in drafting technical procurement documents (SOW, PWS, RFQ) that clearly define requirement parameters.
  • AI Proficiency: Experience or high familiarity with using Artificial Intelligence tools (e.g., LLMs) for administrative efficiency, data organization, and document drafting.
  • Computer Literacy: Advanced proficiency in Microsoft Office (Word, Excel), PDF editing software, and the ability to quickly master internal agency databases and web-based procurement platforms.
  • Communication: Exceptional verbal and written communication skills for effective coordination between technical SMEs and the Business Office.
