Riverside Overview

Riverside Research is an independent National Security Nonprofit dedicated to research and development in the national interest. We provide high-end technical services, research and development, and prototype solutions to some of the country’s most challenging technical problems. All Riverside Research opportunities require U.S. Citizenship.

Position Overview

Riverside Research is seeking a Product Owner Proxy to assist in developing strategy, policy, processes, and implementation activities for software modernization efforts supporting the National Air and Space Intelligence Center (NASIC) and partner agencies. This role includes product‑ownership responsibilities for complex SIGINT and ELINT modernization tools such as the SIGINT Modeling Tools for Flexible Flyer (SMTFF) effort. Candidates must be technically proficient and capable of coordinating across multi‑agency user communities.

Responsibilities
  • Collaborate with stakeholders to design, integrate, and deliver capabilities aligned with modernization priorities, including ELINT reporting improvements, EIM-style modeling outputs, and multi‑tool interoperability.
  • Facilitate Technical Exchange Meetings with ELINT SMEs to refine analytical workflows, reporting structures, and user interface needs.
  • Provide technical leadership and advice to the vision, design, and oversight of complex projects.
  • Using Agile methodologies, develop, implement, monitor, and close out project plans, backlogs, and sprints for IT development efforts.
  • Provide technical analysis of enterprise issues and processes and propose solutions.
  • Produce communication materials (schedules, briefings, etc) to keep stakeholders apprised of product progress and roadblocks.
  • Advise government customer in the prioritization of activities.
  • Participate in planning activities such as release planning sessions and technical proposal reviews.
  • Assist in the creation and review of use cases, backlogs, technical documentation, project trajectories, and goals.
  • Other duties as assigned.
Qualifications
  • Top Secret clearance with SCI adjudication.
  • Bachelor’s degree in computer science, information technology, physics, mathematics, or related fields.
  • 8+ years of experience spanning IT project management, system administration, and/or software development.
  • Familiar with SIGINT/ELINT exploitation tradecraft and intelligence production, ideally within the NASIC environment.
  • Understanding of agile software development concepts.
  • Strong communication, organization, and analytical skills.
  • Self‑motivated, independent, detail‑oriented, responsible team player.
Desired Qualifications
  • Understanding of micro‑services, IaaS, PaaS, system visualization, and/or cloud capabilities/designs.
  • Experience as part of an agile software development project/program.
  • Experience with DevSecOps.
  • Understanding of Docker, Kubernetes, databases, Python, Istio, Helm, Bitbucket, Elastic, Tableau, and/or other related technologies.
  • Professional certifications in agile software development (e.g., Scrum Product Owner, etc.).
  • Professional certifications in systems engineering, IT, and/or project/program management (e.g., ITIL, PMP, DAU, etc.).
  • Experience with needs documentation (e.g., CONOPs, use cases, requirements, backlog).
  • Master’s degree in computer science, engineering, or related technical field.
