This position is contingent upon contract award

The Lead Maintenance and Materiel Management (3M) and Logistics SMEprovides enterprise-level 3M authority in addition to team-level training and assessment for CG/DDG platforms.


This position serves as the senior authority for administration and execution of the Navy Maintenance and Material Management (3-M) System, ensuring compliance with Navy maintenance policies, procedures, and readiness requirements.


The 3M Lead oversees technical projects, maintenance data management, logistics coordination, and maintenance system operations supporting fleet readiness and operational effectiveness. The Lead serves as a key liaison between maintenance activities, shipboard personnel, logistics organizations, and government stakeholders.


Key Responsibilities

  • Lead and supervise personnel supporting maintenance management operations, information system activities, and technical projects.
  • Provide senior-level oversight and management of Navy 3M System operations and administration.
  • Manage and coordinate maintenance data collection, tracking, reporting, and analysis activities.
  • Serve as subject matter expert for Navy shipboard maintenance management systems and associated logistics support processes.
  • Oversee implementation and compliance with Navy 3M System procedures, policies, and documentation requirements.
  • Coordinate maintenance scheduling, repair tracking, and maintenance reporting activities across supported platforms.
  • Support repair part identification, procurement coordination, inventory management, and logistics planning activities.
  • Ensure accurate and timely use of Navy maintenance management and logistics databases currently utilized by the U.S. Navy.
  • Provide technical guidance and mentorship to maintenance coordinators, shipboard personnel, and support staff.
  • Analyze maintenance trends, system performance metrics, and logistics processes to improve operational readiness and maintenance effectiveness.
  • Coordinate with government representatives, supply activities, maintenance organizations, and shipboard leadership to resolve maintenance and logistics issues.
  • Prepare reports, readiness assessments, status updates, and technical documentation for leadership review.

Requirements

Required Qualifications

  •   Minimum of fifteen (15) of supervisory experience in (25+ years experience is highly desirable):

     * Engineering and operational analyses,

     * Information system operations, and

     * Implementation of technical projects.

  • Minimum of fifteen (15) years of experience utilizing and managing the Navy 3M System.
  • Demonstrated experience serving as a Navy Command 3M Coordinator (3MC) across multiple ship platforms.
  • Direct experience within the last five (5) years using shipboard maintenance management and logistics databases currently employed by the U.S. Navy.
  • Must have experience equivalent to a Navy Quality Assurance officer (QAO) fully knowledgeable regarding current Navy quality assurance processes.
  • Extensive knowledge of Navy maintenance administration, documentation, scheduling, and reporting procedures.
  • Thorough understanding of repair part procurement procedures and replacement part management requirements.
  • Experience coordinating maintenance and logistics support activities within fleet or shipboard environments.
  • Strong leadership, communication, organizational, and technical problem-solving skills.
  • Ability to interface effectively with senior military personnel, civilian leadership, maintenance organizations, and logistics stakeholders.

Preferred Qualifications

  • Prior experience supporting fleet readiness, maintenance planning, or lifecycle sustainment programs.
  • Experience supporting shipyard availabilities, modernization programs, or depot-level maintenance activities.
  • Familiarity with Navy supply chain management and repairable component processes.

Education Requirements

  • Associate or Bachelor's degree in Logistics, Business Administration, Information Systems, Engineering Technology, or a related field preferred.
  • Equivalent Navy maintenance management training, certifications, and operational experience may be considered in lieu of formal education.

Work Environment

  • Work may be performed in office settings, shipboard environments, maintenance facilities, shipyards, or waterfront operations areas.
  • Periodic travel may be required to support fleet concentration areas, maintenance activities, inspections, and program meetings.

Security Clearance

  • Active DoD security clearance (Secret or higher) required.
