Summary of Duties - Fire Safety Assessment Program (FSAP) DC/FF Specialist serves as Damage Control subject matter expert in support of the CNSP Fire Safety Assessment Program (FSAP) and is responsible to conduct shipboard assessments, policy reviews, and training for shipboard Fire Marshals and In-port Emergency Teams. Must have a minimum of five (5) Years of Experience working on board ship in Damage Control.
Specific Description of Duties:
• As a lead inspector and a subject matter expert, incumbent is responsible for policy and technical issues for all aspects of Shipboard Firefighting both within and outside of industrial facilities. Incumbent plans, executes, monitors short and long term strategy and process improvement efforts to improve the firefighting capabilities of ships in an industrial environment and by extension to ships overall firefighting capabilities.
• Responsible for planning all aspects of a Damage Control Fire Safety inspection aboard all surface combatant platforms including monitoring development of the Schedule of Events (SOE), analyzing required inputs from ship to be inspected, and building the FSAP Damage Control inspection and plan.
• Provides technical guidance to Force Damage Control Officer, Program Managers and surface ships in• compliance with all CNSP instructions and policy for Shipboard Damage Control and Firefighting Systems, specifically ships in maintenance availability.
• Monitor the readiness and material condition of surface ships firefighting equipment and associated supporting equipment for all CNSP surface ships in industrial availabilities through materiel Casualty Reports (CASREPs), assessments, inspections and other naval message traffic to identify material problem trends and potential class-wide problem areas.
• Maintain liaison with counterparts at Naval Sea Systems Command (NAVSEA), Naval Supervisory Activities, Regional Maintenance Centers (RMCs), support contractors, Fleet Commanders, other CNSP TYCOM Directorates and subordinate commands, in matters pertaining to planned major industrial availabilities.
Supervisory Controls: This position works under the general and technical direction of the Force Damage Control Officer, a GS-13, who provides broad policy guidance and overall objectives through discussions or written objectives. Incumbent is delegated wide latitude for independently initiating action on the basis of experience, mature judgement and professional competence. The execution of the guidance and formulation of priorities and methodologies is the responsibility of the incumbent. The incumbent recognizes and identifies problem areas and formulates methods and procedures for the successful accomplishment of assignments. Work is reviewed for achievement of objectives, soundness of conclusions and recommendations. On the project level, fire/ship safety functions are performed independently with minimal supervision. This position is responsible for ensuring fire/ship safety requirements are included in project planning and are followed throughout availability execution. Critiques, unusual situations, or changes that affect management are discussed with the direct supervisor for compatibility with organizational goals, guidelines, and effectiveness in achieving intended objectives. The supervisor will regularly accept the majority of all recommendations for policy change for which this position is directly responsible.

• High School Education or GED
• Must have a minimum of five (5) Years of Experience working onboard ship in Damage Control.
• The work requires extensive knowledge and skills in Damage Control across all classes of surface combatants.
• The incumbent must have a thorough knowledge of the Damage Control installed and portable system performance, operation, and technical specifications per NSTM and applicable technical publications. The incumbent must have a working knowledge of major equipment/systems aboard naval ships, including operational and/or repair experience.
• The work is performed on the basis of knowledge and skills and experience in damage control equipment, procedures, requirements and installation. Applicable policies, procedures, regulations, precedent cases must be factored into the damage control assessment of surface ship and maintenance availabilities. Procedural guidelines are not always applicable to specific project assignments, therefore the incumbent must use judgement and selecting or adapting guidelines where appropriate. Written guidance is provided through the JFMM, NSTM, technical publications, INSURV policies and procedures, NAVSEA instructions, higher echelon directives and in Naval Surface Force directives.
• Assignments involve personal observation and planned studies to gather information, identify and analyze procedures, problems, and issues, determine the effective procedures to improve the efficiency, effectiveness and safety of the damage control environment. Assignments require analysis of interrelated issues of effectiveness, efficiency, and safety to produce assessment of the damage control environment and recommended actions necessary to correct deficiencies.
• This position will be the Damage Control Subject Matter Expert on a combined civilian-military team of leaders and technical experts and must balance the strengths and weaknesses of each member in order to gain maximum productivity and efficiency of the combined team.
• This position requires frequent temporary duty travel, approximately 50% of the time.
• Travel may require the incumbent to travel to overseas locations therefore a valid U.S. Government No-Fee Passport application will be required on employment.
• Work is normally required aboard U.S. Naval ships. There will be requirements to perform temporary additional duty on naval ships and/or at private shipyards with short notice.
• Incumbent must pass a pre-employment medical exam.
• This work requires the employees to drive a vehicle. A valid state driver's license is required
Additional Skills and Other Notes:
Physical/Environmental Job Requirements -
• Position is in an office setting with adequate lighting, ventilation, and heating approximately 50% of the time.
• Approximately 50% of the time the incumbent will be required to visit industrial sites such as shipyards or visit and ride at-sea surface ships. Such duties may require climbing of vertical ladders, entrance into confined spaces, and exposure to high temperature or high noise-level areas. Incumbent must be in good physical health and without physical impairments to perform such activities on a regular basis.
• Work is performed in an office setting and aboard ship and will require incumbent to perform work/inspections in a heavy industrial environment aboard ships or in dry docks.
• The incumbent may be assigned to work areas where certain potentially harmful physical and chemical agents are present. These agents may include, but are not limited to, fumes, dust, noise, heat, chemicals, etc. To ensure employee safety and health, the Shipyard maintains personnel protective programs consistent with applicable laws and regulations.
