Job Description:
Metas Solutions has an "immediate opening" for a Senior IT Portfolio Management (IT-PPM) Consultant to support a federal health client in establishing and operating a mature IT portfolio management capability. The successful candidate will provide hands-on expertise in IT portfolio governance, project and investment intake, prioritization, performance measurement, risk and issue management, and executive reporting. This individual will work closely with program leadership and Federal stakeholders to develop practical IT-PPM processes, tools, and decision-support products that improve visibility, governance, and management of the client's IT portfolio.
Responsibilities:
  • Assess current IT portfolio management processes, governance structures, tools, data, roles, and reporting practices and recommend improvements.
  • Develop, implement, and continuously improve an IT-PPM methodology, including supporting SOPs, templates, workflows, standards, and governance processes.
  • Establish and support IT project/investment intake, evaluation, categorization, prioritization, and approval processes.
  • Develop and maintain comprehensive IT portfolio inventories and validate project/investment information, including scope, schedule, cost, status, risks, dependencies, and performance.
  • Develop portfolio-level KPIs, metrics, dashboards, scorecards, and executive reports to support leadership decision-making.
  • Support IT governance activities, including development of meeting materials, decision packages, recommendations, executive briefings, and action-item tracking.
  • Apply Federal IT investment and lifecycle management practices, including HHS Capital Planning and Investment Control CPIC methodology and governance process used for selecting CPIC, HHS's Enterprise Performance Life Cycle (EPLC) Management, FITARA, risk management, and performance management.
  • Identify portfolio risks, dependencies, duplication, resource constraints, and opportunities for consolidation or process improvement.
  • Support investment and portfolio analyses, including business cases, alternatives analysis, ROI, fit/gap assessments, market research, and performance assessments.
  • Collaborate with project managers, business owners, technical teams, and leadership to improve the quality and consistency of portfolio data.
  • Identify opportunities to streamline or automate IT-PPM processes using Microsoft 365, SharePoint, Power Platform, Power BI, or comparable tools.
  • Facilitate stakeholder working sessions and communicate complex portfolio information clearly to both technical and executive audiences.

Required Qualifications:
  • Bachelor's Degree in Information Technology, Business, Management, Engineering, or a related field.
  • 8+ years of relevant experience in IT portfolio management, IT program/project management, governance, investment management, or related Federal IT consulting.
  • Demonstrated experience implementing or operating an IT portfolio/project management framework in a complex organization.
  • Strong knowledge of Federal IT governance and investment-management practices, including HHS CPIC and HHS EPLC.
  • Experience with IT project/investment intake, prioritization, portfolio assessment, performance measurement, risk management, and executive reporting.
  • Demonstrated ability to develop portfolio dashboards, KPIs, metrics, governance reports, and executive-level decision support.
  • Experience analyzing project scope, schedule, cost, risk, dependencies, and performance across multiple concurrent IT investments.
  • Strong facilitation, analytical, written communication, and executive presentation skills.
  • Ability to work collaboratively with senior Federal leadership, program managers, business owners, and technical stakeholders.

Additional Preferred Qualifications:
  • Experience supporting HHS, or HHS operating divisions.
  • PMP, PgMP, PfMP, FAC-P/PM, ITIL, Agile, or comparable professional certification.
  • Experience with Microsoft Power BI, Power Platform, SharePoint, Microsoft Project, Azure DevOps, or other PPM/PMIS tools.
  • Experience conducting Analysis of Alternatives (AoA), ROI, business case, fit/gap, market research, or IT investment analyses.
  • Experience supporting IT governance boards or executive investment-review bodies.
  • Familiarity with FITARA, Technology Business Management (TBM), Federal acquisition processes, and IT financial management.
