Job description

GARNEY
A Federal Proposal Manager position is available at Garney. The Federal Proposal Manager supports Garney's Federal initiative in securing value-based and collaborative delivery work, leading proposal efforts from capture through submission. The position serves as the central point of accountability for federal pursuits, ensuring compliance, coordination, and delivery of high-quality proposals aligned with client expectations.This role works closely with Business Development, Operations, and Technical teams to drive strategy, manage proposal execution, and support Garney's growth in the federal market.
WHAT YOU WILL BE DOING
  • Lead the development and execution of federal qualifications, proposals, and interview materials from pre-positioning through submission
  • Serve as the central point of accountability for proposal delivery, managing schedules, milestones, and team coordination across multiple pursuits
  • Support capture planning, go/no-go decisions, and pursuit strategy development with Business Development and Operations teams
  • Analyze federal solicitations (RFPs, RFQs, RFIs, Sources Sought) and develop compliance matrices and annotated outlines
  • Ensure proposal strategies and deliverables align with FAR/DFARS requirements and agency-specific procurement and contract vehicles
  • Coordinate cross-functional teams, including technical staff, operations, and leadership, to develop compelling and compliant responses
  • Oversee content development and integration, ensuring alignment with evaluation criteria, win themes, and client priorities
  • Plan and facilitate proposal kickoffs, status meetings, and structured review cycles.
  • Ensure quality, consistency, and compliance of all final deliverables, including formatting, messaging, and submission requirements
  • Support interview preparation, including messaging alignment, presentation development, and team readiness
  • Maintain and improve proposal processes, brochures, capability statements, templates, and content libraries
  • Utilize and maintain CRM tools, including Unanet by Cosential, to track pursuits, manage data, and support reporting
  • Support national marketing initiatives, client events, and federal capture activities as needed

WHAT WE ARE LOOKING FOR
  • Bachelor's degree in marketing, communications, journalism, or a related field
  • Minimum of 6-10+ years of experience in A/E/C marketing or proposal management is required, with federal experience preferred
  • Strong understanding of federal procurement processes, including RFP structure, evaluation criteria, and compliance requirements
  • Familiarity with FAR/DFARS regulations and agency-specific procurement practices
  • Experience supporting or leading proposals under a variety of federal delivery methods, including IDIQ, MACC, MATOC, SATOC, and Design-Build procurements
  • Experience working within Unanet CRM (Cosential) or similar CRM platforms to track pursuits and manage opportunity data
  • Experience with federal systems and tools (e.g., SAM.gov, GovWin, CPARS, SF330) preferred
  • Familiarity with Controlled Unclassified Information (CUI) requirements and working within secure federal environments preferred
  • Proficiency in Adobe InDesign and Microsoft Office (Word, Excel, PowerPoint)
  • Proven ability to manage multiple concurrent pursuits, deadlines, and stakeholders in a fast-paced environment
  • Strong writing, editing, and content development skills, with the ability to guide technical teams
  • Excellent communication, organization, and problem-solving skills
  • Ability to lead teams, influence outcomes, and drive proposal strategy
  • Detail-oriented with a strong focus on compliance, quality, and document control
