Top Three Skills:
1. Design and Architecture experience using Java, Web Services and SOAP(Preferred): Have you written a design document? Has it be signed off on and used for a completed project?
2. Experience with Spring, Hibernate and/or other MVCs used in web development
3. Relational database experience-DB2(PHEAA uses this), SQL, etc
