Both roles require strong project management skills and certifications like PMP or ITIL, but their scope and focus differ significantly.

Is a service delivery program manager higher than a project manager?

A Service Delivery Program Manager typically oversees multiple related projects and focuses on ensuring consistent service quality across programs, making their role broader and often higher in scope than a Project Manager, who manages individual projects. While both roles require strong leadership and organizational skills, the Program Manager usually has greater strategic responsibilities and may supervise Project Managers. The hierarchy can vary by organization, but generally, the Program Manager holds a higher-level position than the Project Manager.

What does a service delivery program manager do?

A service delivery program manager oversees the planning, execution, and delivery of services to clients, ensuring they meet quality standards and contractual obligations. Job description

We are looking for an experienced Technical Program Manager (TPM) to join our team and lead complex technology programs. The TPM will work closely with client stakeholders, technology leaders, product teams, and distributed engineering teams to drive successful delivery across multiple technical workstreams. The role requires a strong combination of technical understanding, program leadership, client management, and delivery governance. The successful candidate will be comfortable working across diverse technology domains, including DevOps, Data, AI/ML, UI, and Integration, while ensuring that multiple onsite and offshore teams operate as one cohesive delivery organization.

Key Responsibilities Program & Delivery Leadership
  • Own end-to-end delivery of complex technology programs and initiatives across multiple workstreams.
  • Lead and coordinate onsite and offshore teams across DevOps, Data, AI, UI, Integration, and related engineering disciplines.
  • Establish program plans, milestones, dependencies, delivery metrics, and governance mechanisms.
  • Drive execution against scope, schedule, budget, quality, and business outcomes.
  • Identify delivery risks, issues, and dependencies and drive timely resolution.
  • Ensure effective communication and collaboration across geographically distributed teams.
Client & Stakeholder Management
  • Serve as a primary technology delivery contact for client stakeholders and senior leadership.
  • Build trusted relationships with business, product, architecture, engineering, and IT stakeholders.
  • Translate business objectives into actionable technology programs and delivery plans.
  • Facilitate executive status reviews, steering committees, roadmap discussions, and program governance meetings.
  • Manage expectations, communicate trade-offs, and proactively escalate issues when required.
Technical Workstream Leadership
  • Provide program-level leadership across technical workstreams such as:
    • DevOps & Cloud: CI/CD, automation, infrastructure, cloud adoption, observability, and platform engineering.
    • Data: Data platforms, data engineering, analytics, data integration, governance, and modernization.
    • AI/ML: AI/ML platforms, GenAI initiatives, model integration, data/AI pipelines, and responsible AI practices.
    • UI/Application: Web and application development, UX/UI delivery, modernization, and front-end architecture.
    • Integration: APIs, middleware, enterprise integration, event-driven architecture, and system interoperability.
  • Partner with technical leads and architects to ensure alignment across workstreams and adherence to enterprise architecture and engineering standards.
  • Manage cross-workstream technical dependencies and integration points.
  • Challenge assumptions and facilitate technical decision-making without necessarily being the hands-on technical owner.
Onsite Offshore Delivery Management
  • Establish an effective operating model between onsite client-facing teams and offshore delivery teams.
  • Ensure clear ownership, accountability, communication, and handoffs across locations.
  • Optimize work allocation between onsite and offshore teams based on skills, dependencies, and delivery needs.
  • Establish effective ceremonies, reporting, escalation paths, and collaboration practices.
  • Identify opportunities to improve delivery efficiency, quality, and scalability.
Governance & Continuous Improvement
  • Define and track KPIs, OKRs, delivery metrics, and program health indicators.
  • Maintain program RAID logs, dependency trackers, roadmaps, and executive reporting.
  • Drive Agile/SAFe/Scrum or hybrid delivery practices as appropriate for the client environment.
  • Establish standardized processes and continuously improve delivery methodologies.
  • Support estimation, resource planning, capacity management, and financial tracking.
Required Qualifications
  • Bachelor's degree in Computer Science, Engineering, Information Technology, or a related discipline.
  • 10+ years of experience in technology delivery, program management, engineering management, or a related field.
  • Proven experience leading large, complex technology programs involving multiple technical workstreams.
  • Experience working in an onsite offshore consulting or services delivery model.
  • Strong understanding of modern technology ecosystems across several of the following areas: Cloud, DevOps, Data, AI/ML, APIs/Integration, UI/Application Development.
  • Demonstrated experience managing cross-functional teams of engineers, architects, developers, data professionals, QA, DevOps, and product stakeholders.
  • Strong client-facing and executive communication skills.
  • Experience managing risks, dependencies, budgets, schedules, resources, and program governance.
  • Strong understanding of Agile and/or hybrid software delivery methodologies.
  • Ability to operate effectively in a fast-paced consulting environment with changing priorities.
Preferred Qualifications
  • PMP, PgMP, SAFe, Scrum Master, or similar program/delivery certification.
  • Experience with cloud platforms such as AWS, Azure, or Google Cloud Platform.
  • Familiarity with modern DevOps, data engineering, AI/ML, API, and integration technologies.
  • Experience delivering GenAI/LLM or enterprise AI programs.
  • Experience with enterprise modernization, digital transformation, or platform engineering programs.
  • Prior experience managing programs with 50+ distributed team members.
  • Strong understanding of technology architecture and enterprise integration patterns.
  • Consulting experience with the ability to identify and develop follow-on opportunities.
