Job description

Amentum is seeking an experienced Senior Program Manager (Sr. PM) to lead efforts supporting projects both domestically (CONUS) and internationally (OCONUS). The Sr. PM will oversee every facet of the deployment, management, and operational oversight of contractor support personnel, ensuring the success of critical secure facility design, construction, and engineering support projects. The Sr. PM will be responsible for profit and loss (P&L) accountability, driving financial performance on assigned projects and ensuring business targets are met.

Duties and Responsibilities
  • Lead Program Management Efforts: Provide comprehensive support by coordinating and collaborating across multiple tasks, activities, and requirements while addressing issues related to program scope, cost, performance, quality, schedule, and risk.

  • Strategic Planning and Implementation: Develop detailed program plans, schedules, and documentation of requirements to ensure seamless execution of secure design and construction projects.

  • P&L Management: Maintain overall financial accountability for assigned programs. Create, monitor, and manage budgets; track project revenues, costs, and profits; and regularly report on financial status to senior leadership. Identify cost‑saving opportunities and implement strategies to achieve financial objectives while maintaining competitive service delivery.

  • Monitor and Adapt to Customer Needs: Review customer contract requirements and feedback to proactively adjust program strategies. Identify issues, mitigate risks, and ensure timely delivery of services that meet or exceed customer expectations.

  • Performance Monitoring: Use program management best practices to monitor cost, schedule, and performance metrics, identifying variances and implementing necessary corrective actions.

  • Personnel Management: Identify, recruit, and propose highly skilled, cleared personnel to meet mission‑critical requirements expeditiously. Ensure continuity of support during personnel changes, while effectively aligning task order staffing.

  • Stakeholder Relations: Serve as the primary customer point of contact, maintaining proactive, consistent, and transparent communication with key stakeholders.

  • Operational Oversight: Monitor work processes, methods, budgets, and performance metrics to improve cost‑effectiveness, operational efficiency, and compliance. Oversee environmental, health, and safety functions to ensure safe work practices.

  • Continuous Improvement: Continuously review systems, resources, procedures, and methods to improve operational effectiveness, efficiency, and overall customer satisfaction.

Project Details
  • Work will require the flexibility to lead operations efficiently in a variety of environments. The role will require frequent communication with customers in both CONUS and OCONUS project sites, with potential travel to these locations.

Minimum Requirements (Knowledge, Skills, and Abilities)
  • Clearance Required: Active TS/SCI with Polygraph.

  • Education: Bachelor’s degree in a related field (BS).

  • Experience:

    • 12+ years of leadership experience managing large‑scale efforts valued at $25M+, with demonstrated expertise in program management for secure design, construction, or related fields.

    • Proven ability to lead teams effectively and adapt to dynamic project or customer requirements.

    • Proven track record of managing complex projects and maintaining P&L responsibility, ensuring financial targets are met.

    • Strong interpersonal and written communication skills to collaborate with diverse stakeholders and deliver stakeholder satisfaction.

  • Program Execution Skills: Demonstrated expertise in budget management, scheduling, risk mitigation, logistics, contractor oversight, and quality assurance in alignment with high‑security requirements.

  • Technical Acumen: Foundation in security requirements for design and construction in classified and operationally sensitive environments is desired. Experience with approved best practices in program and construction management required.

  • Financial Acumen: Demonstrated ability to manage project financials, including budgets, schedules, resource allocation, and performance targets for profitability and success.

  • Certification: Project Management Professional (PMP) certification.

Preferred Qualifications
  • Leadership Excellence: Experience working on classified projects globally and successfully managing cross‑functional teams in high‑security government environments.

  • Familiarity with DoD, IC, or U.S. Government construction, engineering, and logistics protocols is a plus.

  • Travel: Willingness and ability to travel to OCONUS locations as required to lead project delivery.

Compensation Details

$190,000-$235,000
