Opportunity

PeopleTec is currently seeking a Program Acquisition Analyst & Advisorย to support our Huntsville, AL location.

A senior level Program Acquisition Analyst & Advisor provides executive-level acquisition expertise and direct operational support to the Portfolio Acquisition Executive (PAE) Fires within the Department of the Army. This position operates at the intersection of strategic advisory and enterprise-level action coordination, supporting senior leader decision-making, portfolio integration, and execution of high-priority initiatives. The advisor leverages extensive experience equivalent to a former Centralized Selection List (CSL) selectee, having served in multiple command and/or key leadership positions of increasing responsibility across an acquisition career. The individual brings seasoned judgment, enterprise perspective, and credibility to inform decisions impacting the Army's Fires portfolio. This role requires a highly capable professional who can integrate efforts across the acquisition enterprise, synchronize complex actions, and directly support senior leader engagements, governance forums, and strategic communications. The candidate must possess the executive presence and communication skills necessary to brief and influence General Officer and Senior Executive Service (SES) leadership.

Duties:

  • Serves as a senior advisor to PAE Fires, providing strategic guidance on acquisition policy, portfolio management, and program execution across Fires programs.

  • Functions as a central integrator for priority actions, coordinating across subordinate portfolio elements, program offices, and functional staff to ensure unity of effort in support of PAE objectives.
  • Leads and synchronizes high-visibility initiatives, special projects, and cross-cutting efforts directed by PAE leadership.
  • Prepares, integrates, and quality-controls executive-level briefings, decision papers, read-aheads, and talking points for General Officer and SES engagements.
  • Supports planning and execution of senior leader forums, including Defense Acquisition Boards (DABs), Army Systems Acquisition Review Councils (ASARCs), In-Progress Reviews (IPRs), and strategic off-sites.
  • Provides independent assessment of program cost, schedule, performance, and risk across the Fires portfolio, recommending actionable courses of action with executable action plan
  • Advises on Planning, Programming, Budgeting, and Execution (PPBE) alignment to ensure resources support portfolio priorities and Army modernization objectives.
  • Coordinates and integrates inputs from across the enterprise, ensuring accuracy, consistency, and completeness of information provided to senior leaders.
  • Maintains close coordination with Transformation and Training Command (T2COM) elements, including Futures & Concepts Command (FCC) and Combined Arms Command (CAC), to ensure alignment between force design, requirements development, and acquisition execution.
  • Facilitates engagement with key stakeholders including ASA(ALT), HQDA staff, OSD, Joint Staff, Combatant Commands, and industry partners.
  • Records, tracks, and ensures execution of senior leader decisions and taskings, maintaining accountability across organizations.
  • Identifies systemic issues, inefficiencies, and risks within the portfolio and develops recommendations to improve acquisition processes and governance.
  • Leverages prior leadership experience, equivalent to CSL assignment, to advise on organizational effectiveness, leadership challenges, and execution across acquisition organizations.
  • Provides mentorship and guidance to acquisition workforce personnel, contributing to leader development across the enterprise.
  • Ensures senior leaders are fully prepared for engagements, including background materials, contextual analysis, and strategic messaging.
  • Maintains awareness of emerging Fires technologies, industrial base considerations, and modernization priorities impacting portfolio decisions.
Qualifications

Required Skills/Experience:

  • Minimum of 20 years of experience in defense acquisition, program management, or related fields.

  • Demonstrated experience serving in Centralized Selection List (CSL) positions of increasing responsibility (e.g., Product Manager, Project Manager, or equivalent senior acquisition leadership roles) with extensive experience in Army or DoD acquisition.

  • Deep knowledge of the Defense Acquisition System, including requirements generation, program management, contracting, test and evaluation, and lifecycle sustainment.

  • Strong understanding of Planning, Programming, Budgeting, and Execution (PPBE) processes.

  • Experience supporting or advising General Officer / SES-level leadership, including preparation of executive communications and decision materials.

  • Demonstrated ability to lead and coordinate complex, cross-functional efforts across multiple organizations.

  • Exceptional written and verbal communication skills, including the ability to prepare and deliver executive-level briefings.

  • Ability to operate in a fast-paced, high-visibility environment with competing priorities and short timelines.

  • Strong organizational skills with the ability to track, prioritize, and execute multiple concurrent actions.

  • Proficiency in Microsoft Office Suite (Word, PowerPoint, Excel).

  • Must have a current driver's license.

  • Must have an active U.S. DoD Secret clearance is required to perform this work. Candidates are required to have a Secret clearance upon hire, and the ability to maintain this clearance level during their employment

Education Requirements:

  • Bachelor's Degree or higher from an accredited university for the performance of these duties.

Desired Skills:

  • Extensive U.S. Army acquisition experience within the Fires portfolio, including long-range precision fires, munitions, launch platforms, or fire control systems.
  • Master's degree or higher in engineering, business, public administration, national security, or related field.
  • DAWIA / Army Acquisition Workforce certification in Program Management (Advanced Level) or equivalent.
  • Former U.S. Military Officer (O-5 or O-6) or civilian equivalent with extensive experience specific to Army or DoD acquisition.Prior experience within ASA(ALT) or senior acquisition headquarters supporting portfolio-level oversight.
  • Experience working with or supporting Transformation and Training Command (T2COM) or its subordinate elements (FCC/CAC).
  • Graduate of a U.S. Military Senior Service College (e.g., Army War College, Naval War College, Air War College).
  • Experience with Joint and coalition Fires integration efforts.
  • Familiarity with modernization priorities such as Long Range Precision Fires (LRPF) and cross-domain fires integration.
  • Experience with portfolio-level governance, resource prioritization, and cross-program synchronization.
