Job description

Civil Engineer/Dam Safety Engineer I

Work Location: Lewiston, Augusta, Skowhegan, Milford, and Millinocket, ME
Salary: $110k-$140k


Reporting to the Senior Dam Safety Engineer, the Civil Engineer/Dam Safety Engineer I will be responsible for providing technical direction, quality assurance, and expertise for matters concerning Brookfield Renewable’s dams and related civil infrastructure including performing inspections, developing strategies, and implementing programs to ensure that dams and structures are safe and reliable.

Responsibilities

  • Conduct inspections according to schedule and oversee the surveillance and monitoring program in order to maintain dam safety.
  • Manage the timely review, and any necessary follow-up action as required, of all surveillance and monitoring data to assure the safety of the dams.
  • Provide technical oversight and review analyses and design by third party consultants and internal engineering that relate to dam safety and civil infrastructure, including:
    • Overseeing the preparation of routine dam safety technical studies and reports by engineering staff and consultants such as: annual surveillance data reports, periodic survey data reports, and other monitoring reports (DSSMP & DSSMR), Dam Safety Assessments including Part 12d inspection reports, and other periodic technical reports as required.
    • Overseeing preparation of non-routine dam safety technical studies and reports by engineering staff and consultants, such as: structural analyses, gravity and slope stability analyses, geotechnical/seismic analyses, and hydrology and hydraulics studies.
  • Review and approve of any modification to Brookfield Renewable’s dams or appurtenant facilities which might impact their safety.
  • Identify and recommend improvements to existing civil infrastructure to ensure public safety and extend the useful life of the facilities including participating in periodic reviews of the Dam Safety Action Plan.
  • Direct changes to project operations if necessary to ensure the safety of Brookfield Renewable’s dams and appurtenant facilities under emergency circumstances.
  • Assists the Senior Dam Safety Engineer with regular reporting to the Director, Asset management, VP of Operations, Regional COO North American Operations, and the Chief Dam Safety Engineer on the status of the dam safety program implementation including identification of key areas of dam safety risk and actions being taken to mitigate the risk.
  • Manage a variety of contract technical personnel to perform facility safety assessments, studies, and evaluations to ensure safe and reliable performance of Brookfield Renewable’s dams.
  • Interface with federal (FERC), and state dam safety regulatory authorities.
  • Conduct periodic dam safety training.
  • Review and approval of Emergency Actions Plans.
  • Participate in dam safety inspections by regulatory authorities.
  • Participate in periodic dam safety audits conducted by the Chief Dam Safety Engineer.

Requirements

  • Broad knowledge and experience with civil engineering and proficient in either Hydrology and Hydraulics, Structural or Geotechnical Engineering and design codes, standards and practices.
  • Knowledgeable and experience with the FERC or State dam safety programs, best practices, codes, and regulations including the design, construction, inspection, analysis and maintenance of dams and other hydraulic and conveyance structures is preferred but not required.
  • Strong engineering, analytical and problem-solving skills in combination with the ability to effectively communicate complex issues, situations, recommendations, and opinions.
  • Strong organizational, planning and prioritization skills requiring office and field work.
  • Be innovative, self-directed, organized, independent, and able to collaborate in a team environment.
  • Possess strong conviction as it relates to their expertise.

Qualifications

  • Bachelor’s or Master’s degree in civil engineering.
  • Professional Engineer (PE) License or ability to obtain within 1 year.
  • Minimum five (5) years of engineering experience with the design, inspection or construction of civil engineering projects as a consultant, owner or contractor.
  • Knowledge of and experience with FERC or State Dam Safety Programs, including FERC Engineering Guidelines, FERC Part 12D Dam Safety Inspections, Potential Failure Modes Analysis and Risk Analysis is preferred but not required.
  • Excellent computer skills and proficiency with Microsoft Office products
