Job description

Bering-Alaka`ina Holdings, LLC has a potential need for a Senior Analyst (Epidemiologist, Mathematician, or Statistician) to provide support for our government customer in Dayton, OH at Wright Patterson Air Force Base.

DESCRIPTION OF RESPONSIBILITIES
  • Assist in designing, formulating, conducting, and leading data analysis of health surveillance data/health records, military personnel records, military operational records, and other relevant military records at the individual, unit, and total force populations to provide human performance and operational surveillance support.
  • Will use judgement and originality in developing innovative approaches to define and resolve highly complex situations.
  • Assist in designing, formulating, conducting, and leading data analysis of health surveillance data/health records, operational records, and other relevant military records at the individual, unit, and total force populations to provide program evaluation for a wide variety of programs related to human performance, readiness, operational performance, administrative performance or other performance as requested.
  • Assist in the management of the retrieval and integration of health information data, personnel records, deployment-related records, health surveillance registries, and other military-related data into useable formats for end-users.
  • Draft reports, prepare, and/or present reports, documents, and/or presentations pertaining to the status of the research and data analysis as requested, and meet FES projected suspense dates. At a minimum, one technical report, suitable for publication, and one presentation, suitable for presentation at a national or international conference are required annually.
  • Present results of studies or investigations through briefings, technical reports, and publication into scientific journals.
  • Apply knowledge of science/technology to analyze and resolve multifaceted issues/problems with minimal guidance and collaborate with technical area stakeholders to develop strategies for effective execution within a particular technology area.
  • Perform statistical analysis of existing data sets and creation of datasets for statistical analysis in SAS/SAS EG.
  • Assist in the development of credible, theoretically driven statistical models exploring the relationship between variables identified in data sets and outcomes of interest to the Air Force.
  • Perform, under guidance, validation and verification protocols, to ensure that the products of study are performing as expected, and assist in performing corrections, in the event of models failing to perform to standard.
  • Assist in the drafting of written communication for internal and external purposes.
  • Participate as an expert in health statistics in interdisciplinary planning and analysis.
  • Acquire data access permissions necessary to perform stated tasks.
  • Demonstrate or acquire familiarity with Air Force medical, personnel, and operational records systems and standards.
  • Demonstrate or acquire familiarity with all relevant data repositories used as part of work, or which are generated in pursuit of work.
  • Collect data from various databases, pursuant to agreements with database owners.
  • Establish the relationship of available data to existing data sets, map the data between data elements and code for these specific data elements, establish data storage architecture requirements, and create a comprehensive data dictionary.
  • Provide conference support assistance by active participation in professional conferences, preparation of posters and presentations, and publication of peer-reviewed manuscripts, in order to support distribution of study products.
  • Brief study findings at appropriate meetings or forums, as determined by the Government.
  • Interface with USAFSAM/FES leadership and staff.
  • Document products for the actual computer code used in order for government personnel to access these files for review, approval, or for generating copies as required. All requirements shall be prepared in accordance with USAFSAM programming standards and standard commercial practices inclusive of any/all procedures implanted as part of this task.
  • Assist in briefings and production of documents as appropriate to transfer knowledge of study products to customers in USAFSAM and Air Force at large.
  • Other duties as assigned by Supervisor.
REQUIRED DEGREE/EDUCATION/CERTIFICATION
  • Must possess, at a minimum, an MPH, MS, or PhD in Biostatistics, Statistics, Data Science, or other similar degree as approved by USAFSAM/FES and strong knowledge of their field of expertise.
  • A Ph.D. in biostatistics, statistics, epidemiology, or similar is highly desired.
  • For candidates applying based upon a degree in Public Health, board certification in Public Health is highly desired.
REQUIRED SKILLS AND EXPERIENCE
  • Must have a minimum of 5 years of experience with statistics in a healthcare or military environment.
  • Must possess the ability to design, formulate, conduct, and lead data analysis of operational studies on health surveillance data/health records/other relevant military records and risk reduction of negative health outcomes, readiness, or duty restrictions affecting the USAF total force population.
  • Must be proficient in the following software programs: Microsoft Office, SAS, SAS Enterprise Guide, and Adobe Acrobat.
  • Must possess the capacity to learn new analytical technology tools such as Envision, Tableau, Python, R, SAS Viya, or Qualtrics.
  • Must have the ability to expertly develop, monitor, review, edit, and deliver all products to include technical reports, white papers, publications, memorandums, presentations, and other products.
  • Must have the ability to thrive in a team environment yet be able to complete assigned tasks independently.
  • Must possess organizational skills, ability to achieve set goals, initiative in performing assigned tasks, ability to execute complex projects, and ability to interact professionally with all levels of personnel within and outside of the organization.
  • Must deliver products in a state which requires minimal revisions.
  • Upon hire, must apply to and acquire access to the required databases as necessary for data analysis and product development.
  • Must have the ability to complete the Health Information Portability and Accountability Act (HIPAA) training, to be able to access and process identified medical data.
  • Must be willing and able to sign Non-Disclosure Agreement (NDA) on the potential access to confidential, proprietary, and/or sensitive information.
DESIRED SKILLS AND EXPERIENCE
  • Seven or more years of experience in a health analytics-related field and working with DoD or USAF-related data is desired.
  • Three years of experience as a data team lead or other position directly supervising at least 3 other technical experts is desired.
REQUIRED CITIZENSHIP AND CLEARANCE
  • Must be a U.S. Citizen; Born or Naturalized. (For the purposes of this work, a Green Card or Visa status will not be accepted.)
  • Must be able to pass a minimum of a Tier 1 background check (T1)/SF85 for a Position of Trust.
