Job description


This position helps provide and maintain facilities which give Church members places where they can worship, teach, learn, pray together, make and renew covenants, and receive sacred ordinances. Each Church facility that is built and/or maintained should 1) Provide a spiritual setting for members to worship, and 2) Present an image of reverence and dignity in the community.
  1. The incumbent is responsible for the construction of projects such as renovations/expansions, and new standard meetinghouses, or standard type buildings.
  2. The incumbent reports to a director or Project Manager 3.
  3. It is expected that the incumbent consistently meets and regularly exceeds performance metrics.

NOTE: This position is currently defined as a Project Manager role with responsibility for construction execution and delivery. Effective January 1, 2027, the role will transition to a Regional Owner's Representative (ROR), shifting from direct project management to owner-level oversight. This includes evaluating project performance across quality, cost, schedule, and risk, and influencing outcomes through alignment with organizational standards rather than day-to-day execution. Candidates should be comfortable operating in both environments and evolving toward a more strategic, oversight-focused leadership role.
Responsibilities
Responsibilities include:
  1. Evaluating and contracting with service providers, including architects, engineers, consultants, vendors and contractors, to achieve the required standards of performance.
  2. Monitoring and directing the work of service providers to ensure performance standards are met.
  3. Supporting and contributing to the work of related functions such as Facilities and O&M Management by managing projects and providing expertise and other services as needed.
  4. Working with Planning, Real Estate and Facilities to develop and implement real estate and leasing options.
  5. Managing multiple projects at the same time.
  6. Completing project status reports addressing schedules, budget, safety and other issues.

Effective January 1, 2027 -- Updated Responsibilities
  • Serve as the owner's representative for assigned capital construction projects, providing independent oversight to ensure outcomes align with Church standards for quality, cost, schedule, safety, and reverence within the assigned region
  • Act as a trusted advisor to priesthood and administrative leaders by evaluating project performance and providing clear, timely insight to ensure informed decision-making
  • Monitor projects delivered by external service providers to ensure consistency with approved scope, contracts, and owners expectations, without assuming responsibility for day-to-day project management or contractor direction
  • Review and assess key project information -- including schedules, budgets, change request, and risk items -- to identify trends, concerns, or deviations requiring attention
  • Identify and escalate emerging risks related to scope, cost, schedule, quality, safety, or reverence, and support appropriate mitigation or corrective action
  • Support governance and accountability by reinforcing roles, responsibilities, and decision rights between the owner, service providers, and other stakeholders
  • Promote effective collaboration and communication among internal teams and external partners while maintaining appropriate independence and owner advocacy
  • Contribute to continuous improvement by identifying lessons learned, best practices, and opportunities to strengthen capital delivery outcomes across the assigned region

Qualifications
  • Requires a bachelor's degree in Construction Management, Engineering, Architecture or a related field, or 15 years of Project Management experience.
  • Requires 10 years of construction field experience including estimating, scheduling, and cost control.
  • Must understand contracts, agreements, and real property transactions, and be able to prepare and manage project schedules and budgets
  • Requires ability to work with and communicate effectively with ecclesiastical leaders, architects, and other contracted personnel, government agencies, neighborhood associations, zoning review boards, etc.
  • Proven front-line management skills in a multi-discipline work environment and ability to manage difficult situations to achieve a positive and appropriate resolution.
  • Must be proficient in the use of computers and cellphones. Must understand and be able to use MS Office applications, department-specific software, web-based programs, internet services, and wireless communications.
  • Frequent travel is required
  • This is position is located in Idaho Falls or Boise.

Effective January 1, 2027, the role will transition to a Regional Owner's Representative (ROR), and the qualifications will be updated to reflect a greater emphasis on owner-level oversight, strategic judgment, and influence across multi-stakeholder construction projects:
  • Requires bachelor's degree in engineering, construction management, architecture, facilities management, or a closely related discipline or equivalent combination of education and experience
  • 8 years of progressive experience in capital construction, facilities management, owner's representation, or a related field, with demonstrated responsibility for complex multi-stakeholder projects
  • Demonstrated expertise in owner-level oversight, including the ability to independently evaluate project quality, cost, schedule, safety, and risk without performing day-to-day project management or execution activities
  • Strong working knowledge of construction delivery methods, contracts, schedules, cost models, and change management sufficient to assess alignment with owner objectives and standards
  • Proven ability to identify emerging risks, evaluate trade-offs, and exercise sound professional judgment in advising leaders and escalating issues appropriately
  • Exceptional communication and relationship management skills, with the ability to work effectively with priesthood leaders, internal stakeholders, and external service providers
  • High level of integrity, discretion, and professionalism, with demonstrated alignment to the mission, values, and standards of The Church of Jesus Christ of Latter-day Saints
  • Ability to influence without direct supervisory authority
  • Willingness to travel frequently
  • Relevant professional certification (e.g., PMP, CCM, CFM)
  • Preferred: Master's degree in relevant discipline
