We are seeking a licensed Senior Civil Engineer specializing in municipal water, wastewater, and stormwater infrastructure. In this role, you will lead complex utility projects from preliminary planning through construction administration.


A primary responsibility of this position includes guiding municipal clients through the capital funding landscape-helping draft preliminary engineering reports (PERs), securing state and federal grants/loans (e.g., SRF, USDA, CDBG), and maintaining long-term relationships with local government agencies.


Technical & Design Leadership

  • Water & Sewer Design: Lead the engineering and design of municipal water distribution, towers, wells, gravity sewer collection systems, force mains, pump/lift stations, booster stations, and treatment facility upgrades.
  • Hydraulic Modeling: Perform and review hydraulic, hydrologic, and pipe network modeling for water and sewer networks.
  • Quality Control: Oversee the development of construction plans, technical specifications, engineer's cost estimates, and contract documents (QA/QC).


Infrastructure Funding & Capital Planning

  • Grant & Loan Administration: Identify, write, and submit funding applications for municipal projects via key programs, including:
    • Clean Water State Revolving Fund (CWSRF) & Drinking Water State Revolving Fund (DWSRF)
    • USDA Rural Development Water & Waste Disposal Loans/Grants
    • Community Development Block Grants (CDBG)
  • Planning Studies: Prepare Preliminary Engineering Reports (PERs), Master Plans, Facilities Plans, and Environmental Information Documents (EIDs) required for funding eligibility.
  • Funding Agency Coordination: Serve as the main liaison between municipal clients, state funding and review agency personnel, and federal funding administrators to shepherd projects through approval cycles.


Client Management & Mentorship

  • Client Engagement: Attend city council, public utility board, and regulatory agency meetings to present project updates, funding strategies, and engineering plans.
  • Team Leadership: Supervise, mentor, and review the work of junior engineers, designers, and CAD technicians.
  • Construction Services: Provide senior oversight during construction, including reviewing submittals, processing change orders, and resolving field issues.


    Qualifications


    • Bachelor's degree in Civil Engineering or related field from ABET accredited program.

    • Experience with designing systems for collecting, treating, and disposing of wastewater.

    • Technical background and experience with design and function of wastewater treatment facilities and products.

    • Experience with AutoCAD or other related software.

    • Active PE license.

    • 5+ years of experience in wastewater engineering and design.
