Job Title: Sr. Subcontracts Administrator

Paligen Technologies is advancing critical defense modernization programs and is seeking an experienced Sr. Subcontracts Administrator to support its Supply Chain Management team and help drive mission success across key defense programs.
The Sr. Subcontracts Administrator will lead the full lifecycle of complex subcontracts - from acquisition planning and solicitation through negotiation, administration, subcontractor performance management, and closeout. This role is ideal for a seasoned subcontract professional who thrives in a high‑visibility environment, enjoys influencing supplier strategy, and desires to create an impact to programs that directly support the warfighter and national security.

As a Sr. Subcontracts Administrator, you will directly shape supplier performance, contractual compliance, and overall program success. You’ll serve as a trusted advisor to Program Management, Engineering, Contracts, Construction, and Leadership, ensuring our subcontract partners deliver critical products and services on time and to specification. Your expertise will help mitigate risk, strengthen supplier relationships, and drive process improvements across Paligen’s growing defense portfolio.
Primary Responsibilities:
Solicitation and Source Selection:
  • Develop and issue Requests for Information (RFI), Requests for Proposals (RFPs) and Requests for Quotations (RFQs) for complex subcontracting efforts
  • Evaluate supplier responses, proposals and quotations, conduct source selection, and lead negotiations of price, schedule, and terms and conditions
  • Perform source justifications and cost and price analyses
Subcontract Award and Administration:
  • Draft, review, and negotiate subcontract agreements, ensuring compliance with FAR/DFARS and other regulatory requirements
  • Administer subcontract awards and modifications across multiple contract types, including Firm-Fixed-Price (FFP), Time amp; Materials (T amp;M), etc., ensuring timely delivery, quality, and performance
  • Ensure change management principles are upheld
Compliance and Risk Management:
  • Ensure adherence to FAR/DFARS, all applicable laws, regulations, and internal policies
  • Identify and mitigate risks associated with subcontracts, including financial, schedule, and performance risks
  • Support audits and other compliance and risk management initiatives
Supplier Relationship Management:
  • Establish and maintain strong relationships with subcontractors, acting as the primary point of contact
  • Resolve issues and disputes, facilitating effective communication and collaboration between subcontractors and internal teams
Documentation and Reporting:
  • Maintain accurate and complete subcontract files and records in accordance with FAR/DFARS and company policies and procedures
  • Prepare and present reports on subcontract status, performance, and compliance to management, suppliers, and/or customers
Continuous Improvement:
  • Participate and/or lead process improvement initiatives to enhance subcontracting practices and efficiency
  • Stay current with industry trends, best practices, and regulatory changes
Cross-Functional Collaboration:
  • Partner closely with Program Management, Engineering, Contracts, Construction, and other departments
  • Collaborate and support other procurement efforts as required
Qualifications:
  • Bachelor's degree in Business Administration, Supply Chain Management, or a related field. A Master's degree or professional certification (e.g., CPSM, CPCM) is a plus
  • Minimum of 5 years of experience in subcontract administration, procurement, or supply chain management, preferably in the defense or aerospace industry
  • Proven experience with FAR/DFARS and government contracting in complex large- scale programs
  • Experience on modernization or facilitation programs in support of the DoD is preferred
